The senator promoting the legalization of vaping in Brazil is Soraya Thronicke, from the Podemos party, representing the state of Mato Grosso do Sul. She is the author of bill 5.008/2023, which aims to regulate the production, marketing and inspection of vaping. electronic cigarettes, also known as vaporizers.

This project arises in a context where the ban on these devices in Brazil, established by the National Health Surveillance Agency (Anvisa) since 2009, has been the subject of heated debates. In an article titled “Vaping epidemic“, journalist Luiz Pimentel of IstoÉ magazine argues: “One of the big problems with vaporizers is that the original suggestion that they were a safer substitute for cigarettes continues, even though all the evidence points to the contrary. With the omission of addictive compositions and levels, such as nicotine, the user continues to believe that he is not consuming something so harmful to the body when he inhales vapor instead of smoke, but the lungs are not made for either the other. Therefore, the level of health risk does not even have a parameter and depends on a number of factors, from the production and nature of the product to the frequency and style of consumption. Given that everything consumed in Brazil comes from contraband, the scenario only gets worse, to the point that the World Health Organization (WHO) equates the two, establishing that the use of e-cigarettes should be equated with smoking in terms of damage to health”.

“It’s even more damaging. Young people become more easily addicted to nicotine and the diseases caused by tobacco are repeated with e-cigarettes, but at an earlier age. The electronic cigarette is not what the industry launched as a mechanism to eliminate regular cigarettes, this will not happen,” says USP University Hospital anti-smoking project coordinator, Dr. João Paulo Lotufo. “A good number of young people will become addicted to nicotine, a very addictive drug. It is more difficult to quit smoking than drinking. We will create an army of drug addicts who will smoke for the rest of their lives.”
