Winning one of the six vacant speaking seats on the rostrum of the Legislative Assembly of Ceará (Alece) has become synonymous with political capital among House deputies. The interest in composing the small group of speakers of the rostrum, defined daily by order of arrival, meant that the parliamentarians began to sleep in the Legislative building of Ceará to be able to speak for 15 minutes in “prime time” at the televised Assembly of the next day.

Under House rules, the first six registered to speak on the first file of the legislative session get speaking time. Since the list opens at 6 a.m., interested parties arrive hours earlier to take charge of the queue. Each deputy can register twice a week.

The practice has been going on for years in the state, but has returned to increase after the grassroots and opposition contested a package of economic and administrative measures that the new governor Elmano de Freitas (PT) sent to the Chamber.

On February 14, the day before the vote on the package, government supporters decided to arrive at night to spend the night in Alece and accumulate more time to speak on the morning of the 15th. The opposition bench also joined the movement that night and the following weeks after accusing government supporters of trying to maneuver to eliminate opposing views in plenary.

The dispute has heated up and the deputies now always arrive first in Alece. “I arrived at 6.30pm and there were already eight government deputies waiting. We returned around 11pm and some had gone home. That’s when we were able to register to speak today,” said Carmelo Neto (PL ), regarding Wednesday’s interventions, 1st.

With the momentum created, supporters of former President Jair Bolsonaro (PL) and President Luiz Inácio Lula da Silva, who exchange criticism during the day, have begun fraternizing during the night in the corridors of Parliament.

“The first round is more contested because it has more impact on the speech of MPs. As there are only 6 vacancies, people arrive very early to secure this 15 minute vacancy, which can be separated allowing for quick debate and counterpoint of ideas” , said MP Larissa Gaspar (PT).

On Wednesday, the 1st, for example, opposition MPs made passionate speeches against the PT government’s management of Healthcare. The opposition accuses the base of trying to boycott the second round and of ignoring the real problems of the state, while supporters of the government criticize the attitudes of Bolsonarist MPs.

But, during the night, the warlike climate is dismantled. Government and opposition share the same makeshift dormitory in the presidency room of the House. Some sleep on the sofa, some on the floor. The atmosphere is one of camaraderie: opponents share food and even play cards. “The differences that emerge in the plenary don’t even show themselves. There is a very cordial atmosphere of making jokes, telling jokes and stories,” said Assis Diniz.

Government MP Assis Diniz (PT) assesses that the creation of the TV Assembly, 17 years ago, ushered in the interest to dominate early morning speeches. “It would be prime time on TV, where the press is. It has a bigger public presence and a bigger audience and that makes it attractive for political debate,” he said. “The deputies also joked that in the first 3 months (of the legislature) it is more than natural that there is this war to occupy space”.

The deputy dr. Silvana (PL), from the opposition, understands that Alece is moving “towards a climate of war”. “If that were the case, I’d camp to secure time. This isn’t necessary, but lest I be defeated for lack of physical disposition, I’ll address it.”

“We are no longer young, and I can testify that Your Excellency sleeps on the floor of this Legislative Chamber waiting to enroll,” Congressman Dr. Silvana told his colleague Almir Bié (PP) at a 1 sitting. “I don’t know whether we diverge or converge on most points, but know that, as far as I can, you can count on this MP,” he added.

According to Alece’s press office, the House presidency is considering revising the registration model and will take the discussion to the College of Chiefs. The goal is to study a new model that avoids overnight stays. “A study is underway so that the theme of attendance can be changed to a biometric system, as already envisaged by the Regulation, but an adequate device still needs to be developed”, she said in a statement.
