The deputy defended an amendment to the Constitution to put an end to the model of joint commissions for the analysis of interim measures. “The joint commission is anti-democratic. It is not anti-constitutional, but anti-democratic. There are 12 out of 513 deputies who are part of the commission and 12 out of 81 senators. Deputies are under-represented,” he said.

The Constitution establishes that provisional measures issued by the President of the Republic must be examined within 120 days by the National Congress. The process is to be initiated by the joint commission, but the scheme has been suspended due to the covid-19 pandemic. Currently the texts are appreciated first by the plenary of the Chamber.

According to Lira, the provisional measures “took 110 days to be appreciated by the mixed commission and in the end there were only two days left for the vote in the Chamber”.

The deputy said that the understanding in the Senate is that the Chamber has “superpowers”, given that the senators have only 30 days to evaluate the provisional provisions, against the 60 days of the deputies. Lira advocates creating a pattern with alternating houses.
