MPF-PA supports nepotism to prevent the appointment of Helder Barbalho’s wife to the TCE

The Federal Prosecutor’s Office of Pará requested this Monday 20 the Attorney General of the Republic Augusto Aras to activate the Federal Supreme Court (STF) to prevent the first lady of Pará, Daniela Barbalho, from assuming the position of adviser in the Court of Accounts of State (TCE-PA).

The name of the first lady was approved last week in a secret ballot in the Legislative Assembly of Pará. The lawyer, who is the wife of Governor Helder Barbalho (MDB), will take on the vacancy opened upon the retirement of councilor Nelson Chaves and will receive gross compensation of R$ 35,400, plus the privileges that accountants have throughout the country , which make paychecks, and life, fat.

Prosecutors say the appointment constitutes nepotism and violates the principles of morality and the separation of personal interests and public administration.

“The appointment of a family member of the head of the Executive to the Court of Auditors creates a risk of political power radiating towards a body destined for control and inspection”, they affirm.

MPF members in Pará also claim that the lawyer does not meet the technical requirements for the position.

“The first lady’s curriculum vitae does not demonstrate that she has any skills or services in the accounting, economic or financial fields, which constitute the required and elementary technical training for the regular exercise of the office of councilor of the TEC. (…) The Constitutions also require , as a requirement for account advisers, more than ten years of performing the function or an effective professional activity that requires such knowledge,” says the MPF.

The choice is also contested by the Association of External Auditors of the TEC. The body says that the selection process took place without advertising. The Association even proposed a civil servant to fill the vacant position at the Court of Auditors, but the appointment was rejected by the Constitution and Justice Commission of the Legislative Assembly.
