The new president of the Legislative Assembly of São Paulo, André do Prado (PL), the first to interrupt almost 30 years of command of the PSDB in the Chamber, says that “there is a new base in Alesp”, which is going through a period of maturation Prado says that the bloc that supports Governor Tarcísio de Freitas (Republicans) is strong, but defends dialogue. Elected in an articulation that included a seat on the CDA for the PT, Prado promises room for the opposition.
In 28 years of Toucan governments, Alesp has acted in line and the opposition has claimed that it was a “shooting” by Bandeirantes. Will it continue to be?
The PSDB has spent 28 years in government and has played its part. The government was strong, which is why it had a majority in Alesp. That’s why it was said to be a throw. I don’t call it attraction, but alignment. I come from a grassroots party. However, we will do our best to maintain the Members’ prerogative. We have to be aligned with the government. This is my responsibility.
Does Tarcísio’s proposal to create a state interim measure increase the governor’s power over the legislature?
I don’t know the text. I found out through the press. But I find it difficult to pass a text that takes away the autonomy of the Assembly.
What brand Mr. do you want to leave it in your management?
That MEPs vote on the greatest number of projects. Today, each deputy ends up voting for one project a year in the Assembly. And they can be vetoed by the government. We want to create a legal group with the government to minimize the unconstitutionalities. The head of government will bring it. Deputy Vinícius Camarinha (PSDB) will coordinate a working group to manage the projects of all banks. We vote for consensus projects.
The PL is already divided on the candidate for Town Hall. Ricardo Salles launched himself, Fabio Wajngarten introduced Eduardo Bolsonaro and the directorate of the capital wants to support Ricardo Nunes. What’s your preference?
It is natural that the party is interested in launching candidacies throughout Brazil. In São Paulo it will be widely discussed: having one’s own candidacy or supporting Nunes. It’s still too early. The vitality of the names will be measured. Ricardo Nunes today is not electoral. Research indicates this. He has a high rejection. But the money from the city hall is huge and can change this scenario.
The 2024 elections will take place under the aegis of special amendments, which will reach the municipalities directly. How will the transparency of this distribution be?
Tax amendments are completely transparent. We must indicate the location. That’s R$ 10 million (for each deputy). All MPs, including those from the opposition, are eligible to stand. The volunteers are still defining the values and whether they will exist.
The privatization of Emae and Sabesp is the banner of Tarcísio. Will Mr. engage in this program?
The issue of privatization has not yet reached the House. What I do know is that the governor has ordered a study to find out the viability of Sabesp. Speaking of Emae, he is convinced that she should be privatized. As for Sabesp, there is no final decision yet. If it comes, it will be a big debate. Sabesp provides a good service, but this is a political decision of the governor.
