Lula has votes in Congress to approve the fiscal framework, the analysts’ projects


The new block in the House favors the vote for the federal government, says the director of DIAP




President Luiz Inácio Lula da Silva must have a majority to pass the tax framework bill in Congress. This is the assessment of the political analyst Neuriberg Dias, director of the inter-union department of parliamentary consultancy (Diap), an association created and maintained by the workers’ unions.

Presented by Finance Minister Fernando Haddad, the fiscal framework is the rule that will replace the spending ceiling in controlling public finances. Under Haddad’s proposal, the government will reduce the budget deficit this year, talk revenue and expenditure in 2024, and achieve a primary surplus of between 0.25% and 0.75% of gross domestic product (GDP) at starting in 2025.

Haddad said on Monday 3 that the bill with the tax framework will be sent to Congress by April 15.

“Today the government has the support to approve the fiscal framework. The proposal has already been discussed in advance with the base and the opposition. This shows that the government has done its homework”, assesses political analyst Neuriberg Dias, director of DIAP.

The government’s work was facilitated by the creation last week of the bloc uniting the MDB, PSD, Podemos, Republicans and PSC. It is the new largest bench in the Chamber, with 142 deputies. This new bloc is also a crack in the base of the president of the Chamber of Deputies, Arthur Lira (PP), considered one of the main risks for the government in Congress.

“The creation of the bloc consolidates the government’s progress in relations with Congress,” evaluates Dias.
