A Pontifical Catholic University of São Paulo (PUC-SP) approved this Wednesday 26, a goal to have 37% of their professors black in six years. Currently this index is 5.34%. For this reason, the next competitions in the second half of this year will select only black and brown teachers.
The initiative is unprecedented among major Brazilian universities. The 37% index is a reference to the percentage of blacks in the city of St. Paul according to the IBGE. In recent years in the country, and after the quota law passed in 2012, the number of institutions with affirmative policies on student admission has increased. But the same did not happen between employees and teachers.
The University of São Paulo (USP), as stated in al Stadium at the beginning of his mandate, the current principal, Gilberto Carlotti Junior, is also considering having racial quotas in his competitions for teachers.
The institute recently launched a R$ 8,000 postdoctoral fellowship for black researchers and created a list of black professors who can be called upon to compose professor selection panels. The goal, according to the USP’s new dean of inclusion and membership, is to encourage committees to have at least 40 percent of their membership formed by representatives of minority groups, such as Black, Brown and Indigenous. At PUC-SP, each unit will have to reach 37 percent and the program can be extended if the amount is not met, according to the doyen of culture and community relations, Monica de Melo. “It’s a measure of recognition and reparation and that will also add knowledge to the university, provide a change in the bibliography, with more black authors,” she said. “Today we are a white university.”
The institution does not have an affirmative policy for black students to take the entrance exam, but, according to her, “it’s something that needs to be done.” There are currently 12,000 undergraduate and graduate students at PUC-SP.
New Black professors that are hired will fill vacancies that may be opened up by retirements, layoffs, or specific unit requests. Over the past six years, PUC has employed 170 professors. The current headcount is 1,200, so over 400 hires will be needed to reach the 37% rate. “In people’s imaginations it may seem that there are not so many PhD professors competing for the vacancies, but I think we will be surprised,” said Monica. According to her, candidates for vacant posts will be able to declare themselves black, but an external commission will also make the identification.
