The Chamber postpones the emergency vote on Fake News PL’s affected proposal


The Speaker of the Chamber, Marcos Pereira, has decided to wait for Arthur Lira to arrive from a trip to the US to decide when to include him on the plenary voting agenda

BRASÍLIA – The interim president of the Chamber, Marcos Pereira (Republicanos-SP), has decided not to bring to the plenary vote this Wednesday 10, the faster processing of the bill which provides for the payment of copyrights for content published on digital platforms. Pereira declared that “the issue has acquired a wider dimension” and that he would prefer that the President of the Chamber, Arthur Lira (PP-AL), decided to bring the matter back to the agenda.




Lira traveled to the United States last week with a delegation of party leaders and arrives in Brazil this Thursday at 1pm. Abroad the deputies André Fufuca (MA), leader of the progressives, Isnaldo Bulhões (AL), leader of the MDB, Hugo Motta (PB), leader of the republicans, Odair Cunha (PT-MG), Danilo Forte (União-PE ) and Celso Sabino (União-PA).

Throughout this Wednesday, the deputies debated whether it would be better to wait for the return of the parliamentarians from the trip to organize the votes of the party benches and blocs. To be approved urgently, the proposal must obtain at least 257 votes.

Deputy Elmar Nascimento (União-BA), rapporteur of the proposal, even met Marcos Pereira to count the number of votes in favor of approving the emergency regime of the proposal. If approved, the processing of the text is accelerated, eliminating the need for it to be examined by thematic commissions.

The text that allows artists to be paid is PL 2370/2019, drafted by Federal MP Jandira Feghali (PCdoB-RJ). MEPs debate including in the text a fee that digital platforms have to pay to print media.

Both the copyright issue and the remuneration of journalistic media are addressed in PL 2630 of Fake News. Faced with the resistance of the majority of deputies to vote for the complete version of the PL, the top management put on the negotiating table the “cutting” of the proposal denounced by deputy Orlando Silva (PCdoB-SP) to vote separately on the fees for artists and to press.

MEPs are studying the impact of withdrawing remuneration from Fake News PL newspapers. MEPs analyze whether including the theme in the copyright proposal would bulk up the text and dehydrate the other proposal or not.

The request for an emergency regime was presented by Elmar Nascimento last Wednesday, the 3, but has the signature of five other MPs, including three bloc leaders – Felipe Carreras (PSB-PE), Zeca Dirceu (PT-PR) and Guilherme Boulos (PSOL-SP) – and two other deputies – Marangoni (União Brasil-SP) and Felipe Becari (União Brasil-SP).
