BRASÍLIA – Minister Marina Silva, of the Environment, has lost yet another tug of war and could be left without two vital organs for the functioning of the portfolio if the report of the joint committee of the ministries provisional measure (MP) is approved.

If the measure were to expire, the original design of the 37 ministries in force during the government of President Luiz Inácio Lula da Silva would return to the structure of the period of Jair Bolsonaro, when there were 23.

The most significant defeat was the transfer of the Rural Environmental Register (CAR) to the Ministry of Management by the Minister Esther Dweck. The rapporteur has opted for an intermediate solution to the problem. Congressmen from the Agricultural Parliamentary Front (FPA) have called for the CAR to return to the Ministry of Agriculture, as it was in the Bolsonaro government.

The CAR is the mandatory electronic public register for all rural properties, the purpose of which is to collect information on holdings related to permanent conservation areas – an important weapon against land grabbing and for controlling deforestation in the country.

Behind the scenes, there is speculation that Guajajara’s wallet could be completely emptied, since the Centrão is still articulating to also transfer the National Foundation of Indigenous Peoples to the Ministry of Justice.

By decision of the rapporteur, other MPs that members of the PT expressed a wish to have their opinion incorporated into the Joint Committee to avoid the deadline were not incorporated. This is the case of the Council for the Control of Financial Activities (Coaf), which was transferred by an expiring deputy to the Ministry of Finance. Therefore, he will return to his initial position at the Central Bank.

Isnaldo also opted for the end of the National Health Foundation (Funasa), which led to protests by MP Danilo Forte (União-CE), defender of Funasa and former president of the institution.

He was one of the congressmen who most protested against the rapporteur’s report, which was appreciated this Tuesday 23. He and Senator Eduardo Girão (Novo-CE) argue that a second hearing should have been led by the commission, which has not happened . In a public statement, Lira said that the Senate “cannot be held hostage by Alagoas and Amapá”, referring to Alcolumbre and Senator Renan Calheiros (MDB-AL), author of the order issue accepted by Pacheco who returned the rite to the traditional model, in joint commissions made up of 12 deputies and 12 senators.
