Lieutenant Colonel Mauro Cid wore the olive green uniform of the Brazilian army to testify this Tuesday 11 at the Joint Parliamentary Commission of Inquiry (CPMI) on January 8 and opted for silence as a defense strategy. The military man was questioned early on about his relationship with former president Jair Bolsonaro (PL) during the time he worked for him as an aide to the presidency. Cid was imprisoned for 68 days at the Army Police Battalion in Brasilia.
“With all due respect to Your Excellency, but in the context of the investigation conducted by the Federal Court, I am following the guidelines of my technical defense and, based on Habeas Corpus, I will maintain my right to remain silent,” Cid said. several times for each question asked by the rapporteur Eliziane Gama (PSD-MA).
The former aide-de-camp said he will use the habeas corpus obtained at the Stf to remain silent in the face of questions that could incriminate him.
The former Bolsonaro assistant is under investigation in eight investigations that are being prepared by the Federal Supreme Court (STF) and the Federal Police (PF). One of the investigations investigates the participation of the military in the coup acts earlier this year.
In his opening speech, the CID anticipated the questions of senators and deputies, defending himself against the accusations he faces in court for having received requests from military officials to send appeals to Bolsonaro for the implementation of a coup d’état. This was the only time Cid presented an explanation for his actions.
“It was not within my sphere of competence to analyze proposals and decrees brought by ministers, authorities and supporters. I did not participate in the public decision-making process,” he said. “Basically, the aide-de-camp function consisted of the executive secretarial duties of the president,” she said.
Cid nonetheless used the speech to distance himself from Bolsonaro and remove accountability for his actions from the former president. The soldier specified that his working relationship was with the Institutional Security Office (GSI) and that his appointment to the position of assistant to orders did not pass through a “political indication” because the function is traditionally performed by people appointed by the Forces Armies, as defined by presidential decree. “Aide-de-camp is the only personal function of the president that is not of his choosing,” Cid said.
Silence
Cid filed a Habeas Corpus request with the STF not to participate in the CPMI. Minister Cármen Lúcia denied the military’s request and decided that he should testify before the commission, but with the right to remain silent on matters that incriminate him.
Cármen Lúcia asked in the decision that MPs treat Cid “without aggression, truculence or mockery”. The military has already made three statements to the Federal Police (PF). On none of the occasions did he provide information that would have compromised Bolsonaro.
If the Cid is silent, the parliamentarians in government intend to get him to sign a document to “transfer” the testimony he gave to the PF to the CPMI.
The rulers want to get to Bolsonaro
Deputies and senators from the CPMI government base want to know why the CID has decided to go to a city close to the one chosen by Bolsonaro to spend his stay in the United States. The purpose of this wing of the commission is to use the testimony of the former aide-de-camp to get to Bolsonaro.
Cid will also not avoid being questioned about why he defrauded the Bolsonaro family’s vaccination cards. It was the alteration of data on the former president and his family members in the information system of the Ministry of Health that led Cid to prison on the orders of Minister Alexandre de Moraes, of the STF. The magistrate identified the fraud while investigating suspicions of the former assistant’s participation in coup movements.
As part of this investigation, the PF found the script of a “coup d’état” on Mauro Cid’s cell phone. The document, different from the one seized at the home of Anderson Torres, former justice minister, outlines a step by step in eight steps for the Armed Forces to assume command of the country in the face of the former president’s defeat at the polls.
Requirements
Before the session began, MPs analyzed a block of 197 requests, of which 96 were approved. The parliamentarians have signed an agreement to approve all the acts that request information from public bodies and excluding requests for a new meeting.
The list of approved requirements includes banking, telephone and tax secrecy violations by George Washington, Military Police (PM) Colonel Jorge Eduardo Naime, Army Colonel Jean Lahand and Lieutenant Colonel Mauro Cid. Lawmakers also approved the breach of secrecy of companies, such as Combat Armor, which sells weapons and ammunition.
