MST CPI targets invasions in Bahia and maintains pressure on Rui Costa

Dominated by Bolsonarist deputies, the Parliamentary Commission of Inquiry (CPI) of the Landless Movement (MST) maintains pressure on the Prime Minister of the Civil House, Rui Costa, concentrating the work of the collegial on the landless invasions in Bahia. Costa served as governor of the state between 2015 and 2022.

This Wednesday, 12, the commission approved 21 requests. Although the summons of the Chief of Staff has been transformed into an invitation – to be appreciated when the parliamentary break resumes, starting from 1 August -, the requests to hear the Secretary of Public Security of Bahia, Marcelo Werner, and the commander of the State Military Police, Paulo José Reis de Azevedo Coutinho. Both will be invited to participate in the CPI. The originator of the requests is Deputy Captain Alden (PL-BA).

From the government wing, the deputy Alencar Santana (PT-SP) managed to negotiate an agreement that left the analysis of Costa’s invitation to be suspended, but he could not prevent the opposition from approving the convening of the former Minister of Institutional Security Cabinet (GSI), General Marco Edson Gonçalves Dias, known as G. Dias.

According to the rapporteur of the CPI, deputy Ricardo Salles (PL-SP), the presence of Costa and G. Dias is justified by the fact that the Brazilian intelligence agency (Abin) monitors the activities of sem-terrestrial groups. Salles reiterated during the commission sessions that Abin controls “property encroachment actions in Brazil”. “Abin was subordinate to the GSI from January to March, and then to Civil House,” said the speaker. “What do we want with Gonçalves Dias? To explain to us what information he has collected, what measures he has taken in the GSI. From that moment on, Rui Costa will provide (clarifications),” Salles said last month.

During G. Dias’ tenure at GSI, Abin was subordinate to the cabinet. In March, President Luiz Inácio Lula da Silva transferred the agency to the Casa Civil, a portfolio directly linked to the Presidency of the Republic and commanded by one of the ministers closest to the chief executive. Since the beginning of the work in May, the CPI of the MST has tried to associate the Lula government with the MST.

The relationship between Costa and the MST, however, has a history of friction, which has the potential to strain the government at the CPI. In 2016 members of the movement protested in Salvador against the then governor and invaded the headquarters where Costa worked. According to the group, promises made to rural workers in the state were not being kept. In May of this year, the MST said that Costa, already in the Civil House, vetoed the movement’s participation in an event with Lula, also in the capital of Bahia.

The first significant actions of the MST in this third term of Lula began in Bahia and provoked an immediate reaction from the agribusiness, accentuating the climate of distrust of the sector towards the guarantee of legal certainty in the countryside. In late February, some 1,700 members of the movement invaded three Suzano eucalyptus farms, in the municipalities of Teixeira de Freitas, Mucuri and Caravelas, in the south of the state. The invasions, after two months of government, have given the lie to Lula’s speech in the countryside. At the time, the PT stated that the MST did not occupy any manufacturing properties.

In addition to the summons and invitation requests, the CPI of the MST also approved, before the start of the parliamentary suspension, a request for information and documents from the Central Bank on the Rive Gauche. It is a financial institution that bills itself as a “left bank” and a “bank without bankers”.

The digital bank was founded by lawyer Daniel Gonçalves and accountant and business administrator Volnei de Borba Gomes. Former President of the Chamber of Deputies Marco Maia (PT-RS) is the general manager of the company.

The CPI of the MST in the Chamber took office in May, after the so-called “red April”, when the movement intensified the invasions and expanded the list of claims to the Lula government while maintaining the production and research areas under the control of the militants. The government appointed 19 superintendents of the National Institute for Settlement and Land Reform (INCRA) and announced a “contingency plan for land reform”. On the other hand, areas should be liberated, which has not happened.

The actions of the MST have also provoked an internal crisis in the government. Agriculture Minister Carlos Fávaro compared the movement’s invasions to the January coups. The head of Agricultural Development and Family Farming, Paulo Teixeira, in turn spared the group. “I don’t see any relationship between the occupations of the MST and 8 de Janeiro,” he said in April.
