An unprecedented study conducted by Senatran reveals the behavior of drivers by law enforcement




In 15 years of application of Dry law (Law 11.705/2008), Brazil had an average of eight infringements per hour registered in the national traffic violation system. The information comes from an unpublished report released this Monday 25th by the National Traffic Secretariat (Senatran) of the Ministry of Transport.

In addition to the average, the study also revealed this more than half of these infringements occurred on Saturday and Sunday, with a peak between 11pm and midnight. The predominant profile of owners of fined vehicles is male, has, on average, 42 years old and lives in the capitals of the Brazilian states.

To achieve this, the study analyzed cross-referenced data kept by Senatran and traffic agencies for 15 years, between June 20, 2008 and June 19, 2023, and cataloged more than 1 million violations by drivers who were driving under the influence of alcohol. any other psychoactive substance.

According to Senatran, the collection allowed for the profiling of criminals, based mainly on the identification of the owners of the vehicles. “Male drivers (over 80% of cases) over 30 years old (90% of violations) and who, on average, obtained their first license 16 years ago from the date of the violation,” specifies the agency.

According to the survey, the champions of Lei Seca infringements are automotive-type vehicles, which account for more than 65% of infringements. Over 90% of the sanctioned vehicles were private vehicles and around 80% were “light vehicles”, such as cars, trucks, vans and commercial vehicles.

Looking at the United States, Minas Gerais figures in first place among those with the highest number of fines, with 187 thousand infringements. Followed by St. Paulwith 162 thousand records, and Parana, with 83 thousand occurrences. Together, these three states account for more than 40% of the country’s dry law violations.

Discover the other results of the study:

  • The day with the highest incidence of infringements is Sunday, with a peak between 5pm and 6pm;
  • The vehicle with the highest number of violations of the dry law, registered with Renainf, has a license plate from Valparaíso de Goiás (GO) and has nine registrations, all from 2010, captured in the Brasilia region (DF);
  • Salinópolis, in Pará, is the Brazilian city without being the capital with the highest number of violations of the Dry Law, with more than 5 thousand violations;
  • The Federal Traffic Police alone is the body with the highest number of fines;
  • State traffic departments and the Federal District (Detrans) were responsible for more than 44% of the fines

Improvements in legislation

According to Senatran, the document will serve as a basis for planning improvements in inspection methods and in-depth studies.

“We need to increase inspections so that they become more responsive. The operations are very concentrated on Friday, Saturday and Sunday, which are the periods in which you have the most fun when it comes to drinking alcohol, but you have to be more precise, not just stopping at traffic stops, in that model of ostentation that the driver expects.”, said the national secretary of Traffic, Adrualdo Catão.
