The federal government on Wednesday issued a decree reinstating Industrialized Product Tax (IPI) rates on firearms, ammunition and similar devices. The measure increases the IPI rate on revolvers, pistols, shotguns, rifles, pepper spray and others by up to 55%, as well as increasing the tax on ammunition to 25%.
Members of the so-called bullet bench of the Chamber of Deputies reacted to the decree, which amends the previous law, from July last year, published by then President Jair Bolsonaro (PL). The previous government had reduced the IPI rate on these items to 29.25%. The IPI on cartridges was 13%.
In a note, Palácio do Planalto reported that the measure has the potential to raise a total of R$1.1 billion between 2024 and 2026, of which R$342 million in 2024, R$377 million in 2025 and R$ 414 million in 2026. in line with a conceptual perspective of disarmament of the civilian population, re-registration of weapons in circulation and fight against crime. The policy of re-registration of permitted and limited-use weapons led to the re-registration of 939 thousand weapons by the Ministry of Justice in five months and Public Security, 99% of the total”, said Planalto.
Supervision
Making access to firearms more flexible has been one of Bolsonaro’s flags. Now the Lula government has tightened control over weapons and ammunition. The PT administration intends to delegate the task of monitoring collectors, sport shooters and hunters (CAC) to the Federal Police.
In the meantime, oversight of CACs remains the responsibility of the Army. As demonstrated by Estadao, the pace is slower than in the previous government, despite the PT government’s message in favor of strict control of firearms. From January to June, only 4,433 CACs were inspected. The migration of skills was foreseen in a decree issued by Lula in July.
This exchange of skills is expected to take place starting in 2025. According to data from July this year, Brazil currently has 803 thousand CACs. The segment has grown exponentially thanks to the measures adopted by the Bolsonaro government.
