In a conversation with civil society representatives in Dubai, the president admitted the possibility that his veto on the timing could be overridden by the Legislature
SPECIAL ENFORCEMENT IN DUBAI – The President Luiz Inácio Lula da Silva He admitted that his veto on sections of the bill setting timeframes for indigenous lands could be overridden by Congress. He called for the mobilization of civil society to prevent “the fox from taking over the henhouse” in both the Legislative and the Executive. The statements were made by the president in a conversation with civil society representatives during the United Nations climate summit, COP-28.
During the meeting, the president argued that representatives of social movements must enter politics to occupy decision-making spaces. Lula remains in Dubai until Sunday morning (dawn in Brazil), from where she heads to Germany, where she meets Prime Minister Olaf Scholz and German President Frank-Walter Steinmeier.
“We must prepare ourselves to understand that either we build a democratic force capable of conquering the legislative power, the executive power and achieving the transformation we desire, or we will see what happened with the Time Framework happen. We want “a fox who takes care of the our henhouse is believing in it too much. And we must be aware of the role of politics that we must play,” Lula said.
Lula also said that it is necessary for civil society to mobilize in Congress to block decisions that generate setbacks in public policies. The president once again cited the calendar as an example and admitted the possibility of overriding the congressional veto.
“You only have to look at the geopolitics of the national Congress to understand that the only possibility we had was the one voted by the Supreme Court. And that is why we run the risk of overturning the veto,” he said.
The president vetoed an excerpt of a congressional bill that established the proposition that indigenous peoples would have rights only to lands occupied at the date of enactment of the 1988 Constitution. The proposition was deemed unconstitutional by the Supreme Court Federal (STF). in the month of September . Lula’s veto on part of the proposal should have already been considered by senators, but the session is still waiting to be scheduled.
“We have to try to convince the kids not to revoke the veto, to leave our indigenous people alone, they just want to live well. This is negotiation, we need to be aware of what we have to do. And do more every day”, defended Squid .
In the meeting with civil society, Lula was held accountable for his promises to indigenous peoples. Leaders have complained that the president is not meeting the pace of land demarcation.
“We affirm that we no longer have time for speeches and promises, we want concrete actions. We fight to guarantee and strengthen the policy of territorial delimitation and protection,” said Dinamam Tuxá of the Articulação de Povos Indígenas do Brasil (APIB).
Lula had a busy schedule this Saturday during COP-28, in Dubai. The president participated in bilateral and plenary meetings on forest conservation and with the G77+China, which brings together developing countries.
