The honor is given to anyone “who has provided relevant services to Brazil,” says Câmara; Vini Jr. has been the target of racism in Spain and is committed against racial discrimination
On Wednesday 7th, at the Chamber of Deputies, the 2023 Legislative Merit Medal will be awarded, an award given by parliamentarians since 1983 which honors personalities, authorities, bodies or institutions who “have rendered relevant services to the Legislative Power or to Brazil”, as it says the room.
Among those awarded in the 2023 edition are names such as Alexandre de Moraes, Gilmar Mendes and André Mendonça, ministers of the Supreme Federal Tribunal (STF). Congress resumed activities this Monday the 5th, with plans to interfere with the actions of Supreme Court ministers in another phase of Congress’ clash with the Court.
Among the projects expected on the agenda of the Houses of Parliament this year is a proposal which, if approved, would require Parliament to approve Supreme Court judicial measures against sitting MPs, such as search orders and seizure. The discussion takes place following operations by the Federal Police (PF) at addresses linked to federal deputies Carlos Jordy and Alexandre Ramagem, both from the PL of Rio de Janeiro. The search and seizure warrants against Jordy and Ramagem were authorized by the STF.
In addition to the limits on monocratic decisions and the approval of investigations, a long-lasting discussion among parliamentarians could take hold in the legislative chambers in 2024: the delimitation of the mandates of STF ministers. Under current legislation, there is no fixed period for ministers to remain at the Court, but only a mandatory retirement age limit of 75 years. Rodrigo Pacheco (PSD-MG), president of the Senate, is enthusiastic about the idea; Arthur Lira (PP-AL), president of the Chamber, however, does not support the proposal.
Vini Jr. will win a medal for the fight against racism
Football player Vinicius Jr. will also receive the honor. He is a Real Madrid player and was a victim of racism in May 2023. A part of the Valencia fans directed racist insults at the Brazilian player and the match was stopped due to the insults. The player also made a statement to the Spanish court about the incident and, in response, Valencia issued a note stating that their fans “cannot be classified as racist”, calling for a “rectification” from the player regarding the accusations.
Vini Jr. was again the target of racist abuse in January, this time in a match against Atlético de Madrid and, since the episode in May last year, he has been active in the fight against racial discrimination.

How the choice is made
Medal recipients are nominated by party leaders and members of the Chamber’s Board of Directors. The leaders of each group can suggest a name for the honor, while the Council can nominate up to two entities for the award. The homage can also be post-mortem, that is, after the recipient’s death. This year, for example, there will be two names who will receive the award in memory: Mãe Bernadete, leader of the quilombo Pitanga dos Palmares, and Manoel Junior, former federal deputy of Paraíba.
Any entity can be honored, including private companies. However, the honors cannot be awarded to companies with negative records under the Anti-Corruption Law, nor to individuals subject to the Ineligibility Law, the Fiscal Responsibility Law and the Administrative Improbity Law.
