The operation that arrested the governor in Italy has at least 35 objectives

The extraordinary commissioner of the port of Genoa, Paolo Piacenza, is the target of the same corruption investigation that put the governor of Liguria, Giovanni Toti, under house arrest last Wednesday (8). He is among 10 other suspects in addition to the 25 originally named in the investigation.

The investigation is for abuse of power. His offices and home were searched by the Guardia di Finanza, the equivalent of the Federal Police in Italy.

The episode for which he is being investigated concerns the tariff increase granted by the then president of the Western Ligurian Sea Port System Authority Paolo Emilio Signorini, current CEO of the electricity and gas company Iren.

Signorini was arrested under arrest.

The adaptation was entrusted to the Santa Barbara company, operating in the transport and communications sector and specialized in prevention, surveillance and first intervention services against fires in the port of Genoa.

According to investigators, in exchange for a provision that determined an increase in the hourly rate for services provided by Sociedade Santa Barbara, Signorini received money and expensive gifts from Vianello.

Giovanni Toti, center-right, is accused of having received 74.1 thousand euros (405 thousand reals) and promises of financing from the logistics and real estate entrepreneurs Aldo and Roberto Spinelli, in exchange for favors from the public authorities.

Among these favors would be the privatization of a beach on the Ligurian coast, the facilitation of procedures for the construction of a real estate complex and the renewal of the concession for a port terminal in Genoa, the regional capital.

Aldo Spinelli and Matteo Cozzani, Toti’s chief of staff, were also placed under house arrest, accused not only of corruption but of aiding and abetting the activity of the Cosa Nostra mafia clan in Genoa. Roberto Spinelli, Aldo’s son, is under investigation, but has not been subjected to preventive measures.

The investigation also investigates Francesco Moncada, a member of the board of directors of the Esselunga supermarket chain and who allegedly promised illicit financing to Toti and Cozzani in exchange for the acceleration of procedures for the opening of two of the company’s stores in Liguria.

After the arrests, the Guardia di Finanza searched and seized the governor’s apartment in Genoa. Toti, who followed the operation, said he could not make any statements, but his lawyer, Stefano Savi, assured that the politician is “calm” and “will explain everything”. .
