Following the results of the fourth phase of Operation Last Mile – the investigation into the ‘Abin parallel’ – and analyzing the final report of the investigation into the Saudi jewelry company, which led to the second indictment of Jair Bolsonaro, the Attorney General’s Office will also have to analyze and evaluate the outcome of the additional initiatives requested from the Federal Police in the investigation into the fraud on the former president’s vaccination card.
On Thursday 18, investigators delivered to Minister Alexandre de Moraes, of the Federal Supreme Court, the answer to the questions of the Attorney General of the Republic, Paulo Gonet, formulated in April. The PGR requested additional information before deciding on a possible criminal complaint.
The vaccine investigation led to Bolsonaro’s first indictment. The PF accuses him of criminal conspiracy and entering false data into the computer system.
Also on Thursday, Moraes forwarded the PF document to the Prosecutor’s Office. Gonet has 15 days to comment on the additional measures taken by investigators. The PF document brings together information gathered as part of international cooperation with the United States, as well as the results of forensic examinations of devices confiscated in the investigation, and also details of the investigation that led to the opening of the most recent phase of Operation Venire, earlier this month.
“Any lot is fine”
Investigators point out to the STF that the integration of the analysis of data stored on a mobile phone seized from a server in the municipality of Duque de Caxias (Baixada Fluminense) revealed “the creation of a large structure in the municipality for the practice of entering false vaccination data for the benefit of many people.”
According to the PF, messages exchanged between former municipal secretary João Carlos Brecha, two employees and municipal health secretary Célia Serrano were found, as well as entries of vaccination data with signs of fraud, by one of the public employees, “to the address at the behest of Celia.”
Investigators cited conversations about data entry on behalf of Gutenberg’s grandchildren. In the conversations, the waitress Cláudia Helena asks Célia which batch of vaccines to enter into the system. “Any batch will do,” Célia replied.
The company also identified documents showing three people being vaccinated twice on the same day, at different health facilities.
“These facts reveal that in the municipality of Duque de Caxias a structure has been installed for the practice of crimes of entering false vaccination data against Covid-19, which transcend the criminal association investigated, aiming to favor an undetermined group of people, particularly linked to the political and family group that commands the Municipality”, the PF recorded.
The company has requested a separate investigation to continue its investigation into alleged illicit activities involving the Duque de Caxias municipal government.
Deputy Gutenberg’s cell phone was formatted before seizure
The PGR had questioned the investigators of Operation Verine on the expertise on the cell phone of the deputy Gutemberg Reis, one of the objectives of this phase of the investigation. The PF explains that the cell phone of the parliamentarian “presented the typical screen of a new and reset device”, which indicates “the action of formatting the object, before the seizure”.
Result of legal cooperation with the USA
One of the pieces of information expected by the PF and the Attorney General’s Office in the vaccine investigation was the response to a request for legal cooperation addressed to the United States. The investigators wanted information on the possible illegal entry of Bolsonaro and his allies into the country, using false certificates.
The U.S. Department of Justice informed the PF that the country’s customs department – Customs and Border Protection – has no records “whether the people under investigation have presented proof of vaccination against Covid-19.”
According to the PF, the records of entry and exit control from the US territory “do not provide information on whether the suspects have claimed to have been vaccinated or to be exempt from the requirement to present the vaccination requirement”.
According to the U.S. Department of Justice (DOJ), proof of Covid-19 vaccination was presented to airline operators prior to boarding in the United States, following a decision by that country’s Centers for Disease Control and Prevention and a proclamation signed by President Joe Biden.
WITH THE WORD, THE MUNICIPALITY OF DUQUE DE CAXIAS
The Municipality of Duque de Caxias informs that it has not yet received any official communication regarding the aforementioned information released by the Federal Police, which is secret and has not been published to date, being the subject of undue leaks. However, the PMDC reiterates that it is available to the authorities to fully collaborate in all necessary aspects in any investigation. Once the content of the acts committed by the investigated employees has been officially known, the appropriate investigations of functional responsibility will be carried out.
