Subsidies to bus companies

What Boulos said: that subsidies to bus companies have practically doubled in the last three or four years and that the fleet has decreased by 20%.

Estadão Verifica investigated and concluded that: It’s exaggerated. In a note to CheckSPTrans reported that, for the year 2024, the Annual Budget Law (LOA) approved the amount of R$ 5.6 billion for subsidies to bus companies. According to data released by g1, in 2020 the registered value was R$ 3.3 billion, while in 2021 it was R$ 3.4 billion. In other words, although the value has grown, it has not doubled, as Boulos said. SPTrans says that the freezing of fares at R$ 4.40 since January 2020, the increase in the price of operating costs and the free contributions offered by the city hall justify the increase in municipal disbursements.

In relation to the collective fleet, the number decreased, comparing July 2024 and July 2021, from 13,948 to 13,261. The decrease would therefore be 4.9%. It is possible that the candidate was referring to the 20% decrease in the number of weekly bus trips made between July 2019 and July 2023. Data obtained from the Brazilian Institute for Consumer Protection (Idec) show that the reduction has caused the population to wait longer and face greater crowding of vehicles.

A satisfaction survey published by the Sanitation and Energy Regulatory Agency of the State of São Paulo (Arsesp) indicated that the general satisfaction rate of the population of São Paulo with Sabesp is 80%. In the second quarter of this year, Sabesp recorded a net profit of R$ 1.21 billion, an increase of 63% compared to the same period last year. The balance sheet reflects the company’s operations still as a state-owned company, since privatization was completed in July.

Growth in Datafolha

In fact, in the most recent survey, which interviewed São Paulo residents between August 20 and 21, Boulos recorded 18% of voting intentions among the population earning up to two minimum wages. In the spontaneous survey, in which voters pronounce the name of the candidate without the interviewer suggesting the name, in this same segment it goes from 6% to 9%.

However, it should be noted that the overall margin of error of the survey is 3 percentage points, and among the sample of voters earning up to 2 minimum wages, the margin of error is 5 percentage points. This is because the number of respondents in this segment is smaller. Therefore, it is not possible to say with certainty that Boulos has increased from one survey to the next in the poorest electorate, since the numerical difference is within the margin of error.

Price of the trails

What Boulos said: Prices increased on average fourfold after the concession of municipal cemeteries.

Estadão Verifica investigated and concluded that: It is imprecise, but close to reality. The simplest vigil, reserved for those who are not entitled to social benefits, has increased by about 400%. The value before the concession was R$ 299.85 and has risen to R$ 1,443.74. In other words, the current price is 4.8 times higher than the previous one.

Average time in queue for exams

What Boulos said: that in Sao Paulo there have been people queuing for exams for a year.

Estadão Verifica investigated and concluded that: context is missing, as the candidate omits the average waiting time for exams in the São Paulo municipal network. According to a g1 report published in June 2023, the city hall reported an average waiting time of 45 days. If the queue is very long, the average wait can be up to 60 days. It was not possible to confirm whether anyone had been waiting in line for more than a year.

Ceiling of functionalism

What Boulos said: that São Paulo spends about 30% of its net revenue on personnel, much less than allowed by the Fiscal Responsibility Act (60%)

Estadão Verifica has found and concluded that: It’s true. According to the Transparency Portal of the Municipality of São Paulo, spending on personnel expenses and social charges reached R$ 36.4 billion in 2023. In 2024, it was R$ 26.8 billion.

From March 2023 to April 2024, the municipality’s net current revenue (RCL) was R$87.5 billion. Considering personnel expenses in 2024, the value corresponds to 30.6% of the RCL. Considering personnel expenses in 2023, the value corresponds to 41.5% of the RCL. Complementary Law No. 101 of May 4, 2020 establishes that total personnel expenses in the municipalities of the federation cannot exceed 60% of net current revenue.
