The Chamber of Deputies on Wednesday approved and sent for presidential approval the bill establishing the Fuel of the Future program and providing incentives to promote the decarbonization of the fuel sector, including a new mandate for “green diesel” and the promotion of biomethane.

The bill also creates national programs for green diesel and sustainable aviation fuel, as well as increasing the blending of anhydrous ethanol in gasoline and biodiesel in fossil diesel, among other initiatives.

The bill was returned to the deputies’ attention after the Senate approved some changes to the text last week. The rapporteur of the proposal in the Chamber, Arnaldo Jardim (Cidadania-SP), accepted most of the changes promoted by the Senate, believing that they “improve” the text, especially in the sections related to the National Program for Sustainable Aviation Fuel, the National Green Diesel Program, the National Program for the Decarbonization of Natural Gas Producers and Importers and Incentives for Biomethane.

“We have decided to approve the vast majority of the amendments mentioned, considering that they contribute to increasing the use of sustainable and low-carbon fuels, as well as improving national vehicle technology, with a view to decarbonising the energy matrix of national transport”, the MP said in a statement from the Agricultural Parliamentary Front (FPA).

The completion of the project’s progress in Congress was also celebrated by the president of the Mixed Biodiesel Parliamentary Front, deputy Alceu Moreira (MDB-RS), for whom the presidential sanction will pave the way for the announcement of new investments in renewable energy in the country.

“Biodiesel production is at the forefront of a broad agroindustrialization program in the interior of the country, with the shift of investment, jobs and income for the population, in the countryside and in the cities. And a greater quantity of biodiesel strengthens agroindustry, since it adds value to agricultural production, to the production of animal proteins, which contributes to reducing the price of animal proteins and reducing inflation”, explains Alceu Moreira in a note from the front.

The sector also received a positive response. Francisco Turra, president of the Board of Directors of the Association of Biofuel Producers of Brazil (Aprobio), said that the entity was “eagerly” awaiting the presidential sanction, adding that Congress “has just written a new page in its history.”

“In the next chapters we will have a roadmap for sustainable development, health, investments in reindustrialization, with more jobs and economic growth. The decision highlights our position at COP30 and in the G20 debates,” Turra said.

According to the approved text, the new percentage of anhydrous ethanol blend in gasoline could vary between 22% and 35%. Currently, the blend can reach 27.5%, with at least 18% ethanol.

As for biodiesel, which since March of this year has been blended with fossil diesel at a percentage of 14%, one percentage point of blend may be added each year starting from March 2025 until reaching 20% ​​in March 2030, according to the objectives proposed in the text, which also provides for a maximum blend of 25%.

It will be up to the National Council for Energy Policy (CNPE) to evaluate the feasibility of the objectives of increasing the blend, reducing or increasing the blend of biodiesel by up to 2 percentage points, according to Agência Câmara de Notícias.
