The Senate votes for credit for the repair of public buildings in Rio Grande do Sul

The Senate will analyze Provisional Measure (MP) 1.243/2024 (4) which authorizes an extraordinary credit of R$27.1 million to repair the damage caused by the floods that hit Rio Grande do Sul in May 2024.

The tragedy struck, among others, the regional headquarters of the Labor Court and the Public Prosecutor’s Office, according to AgĂȘncia Senado. The deputy has already been approved by the Chamber on Monday (4).

Among the damaged properties, four of the six buildings of the Regional Labor Court of the IV Region, located in Porto Alegre, stand out. Other damaged buildings include those belonging to the Porto Alegre Military Justice Prosecutor’s Office, the Federal Public Ministry, the Regional Prosecutor’s Office of the 4th Region and the State Prosecutor’s Office.

What are the objectives of the PM?

The main purpose of MP 1.243/2024 is to allow the allocation of essential funds to replace damaged equipment and furniture, as well as carry out repairs to the infrastructure of affected buildings. The measure was considered urgent given the immediate need to re-establish adequate working conditions in these facilities.

The human and structural impacts caused by the floods have made restoring normal operations a priority. Therefore, the release of the sum is seen as an essential action to ensure the continuity of legal and administrative services in the region.

How have the floods affected local infrastructure?

The floods that occurred in May had a drastic impact on the infrastructure of several government facilities in Rio Grande do Sul. Essential facilities were compromised, disrupting crucial activities and generating a state of public disaster in the region. With four buildings of the 4th Region Regional Labor Court damaged, legal staff faced significant operational difficulties.

In general, the structural damage has compromised the safety and functionality of the offices, requiring rapid and effective intervention to resume normal activities and ensure that essential public services remain accessible to the population.

What is the fiscal impact of this measure?

The availability of resources through the MP does not impact the government’s fiscal target for 2024, as expenditures are classified as emergencies and arising from a state of public calamity. This tax exemption is a mechanism to address situations where unpredictable expenditures are necessary for the protection and restoration of public infrastructure.
