The federal government published on Tuesday 24th a decree that regulates law 13.060/2014 and regulates the use of force and tools with less offensive potential by public security professionals.

The decree provides guidelines for the differentiated use of force, including the indication that the use of a firearm is not legal in some circumstances, such as against an unarmed person fleeing.
Among the main points is the definition that the use of force “can only be used when other resources of lesser intensity are not sufficient to achieve the established legal objectives”.
It also mentions that the use of a firearm will always be a “measure of last resort”. It is expected that whenever the use of force causes injury or death, the incident must be detailed, according to the terms that will be developed by the Ministry of Justice and Public Security.
The decree also underlines that police action must not discriminate against any person based on colour, race, ethnicity, sexual orientation, language, religion, nationality, social origin, disability, economic situation, political or other opinions.
Cases of violence
Some recent cases of police brutality have had widespread repercussions, and have all been captured on video. One of the cases involves a man who was thrown from a bridge by a São Paulo military police officer during an approach.
Another case occurred with an elderly woman, who was punched by police officers and left bloodied. At the end of the year, another man was shot 11 times in the back by a military police officer while stealing cleaning products from a market.
