Musical Chairs: See what the top tier of Nunes’ team looked like for his second term


The mayor makes a discreet reform of the team of secretaries, placing emphasis on the choice of former mayors and on the strengthening of the MDB within the team that will deal with the administration of the largest city in the country

About to take office for a new mandate at the municipality of São Paulo, Ricardo Nunes (MDB) preferred to bet on continuity, preserving a large part of his secretariat in this new government which will officially begin on Wednesday 1. The discreet reform at the highest levels strengthens the protagonism of the MDB, reserves little space for Bolsonarism and brings more administrative experience to the management, with the choice of three former mayors for the team.

Ricardo Nunes’ allies assess that the composition of the government, still subject to new announcements, has been balanced in the face of the challenges of the broad front that supports the Emedebist candidacy, maintaining the essence of the managerial profile, without radical changes. In recent days, Nunes has used his social networks to publicize some of his team’s names. At least 11 secretaries were retained in their respective portfolios. Among them, Luiz Carlos Zamarcowhich continues in Health; Luis Felipe Vidal Arellanoat the Farm; AND Fernando Padulawho remained in the education sector despite speculation about a possible exchange. According to City sources, Nunes has not found a replacement and has preferred to be resilient. But Padula faces pressure to improve the capital’s educational indicators.

The hard core of the new government was in the hands of people trusted by the mayor. Edson Aparecido (MDB), Nunes’ right-hand man, continues to head the Government Secretariat, while Enrico Misasi (MDB) takes over the Civil House, after leaving the Executive Secretariat for Institutional Relations. The municipal president of the São Paulo MDB and former federal deputy, Misasi, just thirty years old, looms as one of Nunes’ main bets for his second term. Already Fabricio Cobraanother name close to emedebista, it migrated from the Civil House to the Secretariat of the Subprefectures, ensuring that the department continued under the direct control of the mayor, without being the subject of disputes by allied parties.



Nunes has pushed through seven changes during his administration as of this Wednesday. Queen Santana (MDB), which commanded the Secretariat of Culture, will deal with Human Rights and Citizenship. Lawyer and MDB leader Mulher in Tietê (SP), Regina is another name that strengthens the party’s presence at the highest levels. Eunice Prudente He was also part of the musical chairs: first responsible for the Secretariat for Economic Development and Work, now he is head of Justice.

With a coalition of 11 parties, the MDB is in the lead in terms of number of secretariats: it will have control of 5 portfolios. In addition to Aparecido (Government), Misasi (Civil Home) and Regina Santana (Human Rights and Citizenship), Nunes appointed the advisor Sidney Cruz command Housing, a strategic management portfolio, and Totò Parente head of Culture and Creative Economy. Totó is a historic member of the MDB, linked to the most left wing of the party, and held the position of Secretary of Institutional Articulation at the Ministry of Planning, led by Simone Tebet (MDB).

Immediately afterwards, Jair Bolsonaro’s PL and the Republicans of the governor of São Paulo, Tarcísio de Freitas, appear, each with two portfolios in the new government. Through the PL, the deputy mayor Ricardo Mello Araújo will take over the management of the Strategic Projects Secretariat, responsible for sensitive management issueswhile the former mayor of Suzano, Rodrigo Ashiuchi, will be responsible for the Green and Environment Secretariat, already controlled by the party in the previous administration. Among the Republicans, Rui Alves continues in Tourism, and Milton Vieira, who was in Construction, will now be responsible for the Secretariat for Innovation and Technology. The party tried to maintain control of the housing department, but failed due to its numbers in the House, which has shrunk: there were four councilors and now there will be two.

Gilberto Kassab’s PSD had no representatives in Nunes’ first mandate and will now have Rodrigo Goulart as councilor for Economic Development and Labor. União Brasil, led by former councilor and former president of the City Council, Milton Leite, ran for Construction and Transport, but was only nominated by Bete França, considered a technical expert and remained at the Municipal Secretariat of Urban Planning and Licenses. The PP, in turn, appointed economist Celso Caldeira, who is also considered a technical staff member, to the Transport secretariat.

In addition to Rodrigo Ashiuchi, two other former mayors will join the first echelon of the municipality of São Paulo: Orlando Morando, former mayor of São Bernardo do Campo (no party), will command the Secretariat for Urban Security, while Rogério Lins, former mayor of Osasco (Podemos) will take over the Sports Secretariat. Ricardo Nunes’ allies considered the strategy of including former mayors in the team to be right, stressing that the decision adds political weight, administrative experience and strengthens ties between the capital of São Paulo and some of the main cities of the metropolitan region.

Bolsonarism ended with a reduced space: in addition to Mello Araújo, Nunes appointed the lawyer Angela Gandra to the Secretariat of International Relations, a position that in the last administration was occupied by the former mayor Marta Suplicy. Gandra is the daughter of jurist Ives Gandra Martins and was national secretary for Family at the Ministry of Women, Family and Human Rights in the management of Jair Bolsonaroworking alongside the then minister Damares Alves (Republicans). As Estadão demonstrated, Angela gained prominence in 2018 when she represented the Union of Catholic Jurists of São Paulo at a hearing at the Federal Supreme Court (STF) on the decriminalization of abortion up to the 12th week of pregnancy. At the time, he compared decriminalization to what he called “legal abortion,” catching Damares’ attention.

THE Estadão ColumnGandra said he will not undo the work of Marta Suplicy (PT) in the folder. “To deny everything that has been done in the past would be reckless. I will not deny the basis. I want to build on what has already been done and do more,” he said. The lawyer is a friend of Nunes and on November 4 he sent a message to the mayor making himself available to collaborate on the secretariat. His name was strengthened by advisor Bolsonaro Zoe Martinez (PL) in conversation with the mayor.

Ricardo Nunes’ allies believe that the choice of Angela Gandra was a kind of “harm reduction”, as it ends up being a nod to Bolsonarism and the conservative wing of the Catholic Church for its position on abortion. However, they point out that the secretary also has academic backing and will occupy a secretariat with little ability to influence the administration from an ideological perspective.
