In one of the capitals the mayor’s salary adjustment in the new legislature was 70%
Brazilian municipalities have the autonomy to define the remuneration of the mayor and councilors and, as a result, a wide variety of salaries exists among chief executives in capital cities. For the 2025 legislature, many municipalities have chosen to make changes to mayors’ salaries, with percentages sometimes well above inflation.
Survey carried out by Earth in the capitals it emerges that the amount that will be paid to managers will be between R$ 17,600 and R$ 38,000. The values consider the gross salary, i.e. without deductions.

The highest salary is that of the mayor of Saint Paul, Ricardo Nunes (MDB)who wins R$38,039.38 per month to manage the largest city in Latin America, with 11.5 million inhabitants. The person with the lowest salary is the mayor of Teresina (PI), Dr. Pessoa (PRD)that he receives R$ 17,690.57 monthly to manage a city of 868 thousand inhabitants.
The amount paid to Nunes represents more than 26 times the minimum wage, R$ 1,412while Dr. Pessoa’s salary represents 12 times the national minimum.
As for the largest percentage adjustments, the capital of Acre, Rio Branco, made a leap in the salary ranking after a 70% increase in the salary of Tião Bocalom (PL), re-elected to the position, was sanctioned.
In Belém, Pará, it was reported in October that the City Council approved in the minutes the increase in the salaries of the mayor, deputy mayor and councilors. The project, however, was approved so quickly that it was not even sent to the House Economy and Finance Committee, and so far there is no further information on its value. The ranking then uses the salary found in the year 2024.

- Porto Alegre: 53% – increase from R$22,677.06 to R$34,900
- Manaus: 29% – increase from R$27,000.00 to R$35,000
- Salvador: 26% – increase from R$25,322.25 to R$32,000
- Porto Velho: 25% – increase from R$29,893.54 to R$37,366.93
- Palm trees: 20% – increase from R$ 31,356.07 to R$ 37,627.28
- Aracaju: 4% – increase from R$27,090.00 to R$29,120

The city of Brasilia is not on the list because it was built to be exclusively the country’s capital, functioning as an autonomous federative unit. The capital is managed by the Federal District government, led by Governor Ibaneis Rocha (MDB).
