BRASÍLIA – On Wednesday 1, the mayor of Rio de Janeiro, Eduardo Paes (PSD), was sworn in for his fourth mandate as head of the executive of Rio. Winner of the first round of last year’s municipal elections, Paes became the first politician to govern the capital of Rio de Janeiro for four terms and joked about this fact as soon as he signed the mandate: “First of all, it’s four.”

In his speech, the re-elected mayor took stock of the last government and promised to expand infrastructure work, as well as launch a health program aimed at obese people. Paes also underlined the milestone achieved with the fourth victory at the polls and said that the deputy mayor Eduardo Cavaliere (PSD), also sworn in this Wednesday, is a “symbol of continuity”. The head of the Executive of Rio remains mysterious about a possible candidacy for the government of the State of Rio in 2026.

“If time is the father of experience, I must govern with more wisdom and serenity, aware that the trust placed in me will have to be reflected in the vital commitment I undertake with the people of this city. I do not see this as a fourth mandate, but like a new government,” Paes said.

In addition to Paes, the 51 city councilors also took the oath. The person responsible for presiding over the legislative session was Councilor Carlos Bolsonaro (PL), son of former President Jair Bolsonaro (PL). The accusation occurred because Carlos received the most votes in the 2024 election, receiving 130,480 votes in last year’s election.

The former president’s son was attacked by right-wing councilors of the Rio Chamber As he headed towards the signing of the inauguration, councilor Felipe Michel (PP) blew a kiss to Carlos and returned the greeting in the parliamentarian’s hand.

In a short speech with pacifist tones, Carlos said that among the councilors there are no “enemies”, but political adversaries. This is his seventh term in the Rio legislature, where he has served since 2000.

“I just wanted to always thank you for the affection and consideration that Your Excellencies have shown me in these 24 years as a councilor. Moments of learning, moments of sharing ideas, moments of division, but above all of respect. (…) There is no enemy here, we are all political adversaries, despite some (people) using different strategies than others,” said Carlos Bolsonaro.

This Wednesday’s session also saw the re-election of councilor Carlo Caiado (PSD) as president of the Rio City Council, with a mandate that will last until 2027. The vice president-elect was Willian Coelho (DC). The two formed a single team.
