The deputy secretary of Security and Urban Control of Osasco, Adilson Custódio Moreira, was killed on Monday afternoon (6), inside the city hall headquarters, located in Greater São Paulo. The crime was committed by a municipal civil guard during a rally.
Adilson had more than 25 years of public service experience, having held positions of trust in several administrations. He began his career at city hall during the former mayor’s tenure Rogerio Lins (Podemos) and remained in the government of the current mayor, Gerson Pessoa (We can).
The politician has also played important roles in previous administrations, including the governments of Emidio de Souza (PT), when he served as the first lady’s security guard and held leadership positions.
What motivated the attack on the Osasco town hall?
On Monday, Adilson had called a meeting with the municipal civil guard to discuss the restructuring of the company in the new government. The meeting took place in the Oval Room, a reserved space near the mayor’s office, which was not present in the building.
During the meeting there was an argument between the deputy secretary and the guard Henrique Marival de Souzawho pulled out his gun and fired shots. Witnesses reported that other guards present fled the scene, while Henrique locked the door and held Adilson hostage.
The Special Tactical Operations Group (Gate) was called in to negotiate the Guard’s surrender. After about two hours he handed himself over to the authorities around 7.30pm and was taken to the Osasco sectional police station.
Repercussion and tribute
On social media, former mayor Rogério Lins lamented the incident, describing Adilson as “a great fighter” who fought for improvements to the Municipal Civil Guard (GCM).”We regret this situation that occurred in the municipality of Osasco, culminating in the cowardly death of the deputy secretary of security and urban control, Adilson Moreira, a great fighter, but above all a friend“he wrote.
Adilson was also active on his Instagram account, where he shared images of horses and moments in the countryside, accumulating around 2 thousand followers. The funeral wake was scheduled for Tuesday morning (7) at the Osasco town hall. Burial will take place at 5pm in Bela Vista Cemetery.

Investigation
According to corporation records, guard Henrique Marival de Souza, identified as the perpetrator of the crime, had already received praise for his performance at the GCM in 2017. In a statement, the Public Security Secretariat said he was charged in 5th Police District of Osasco and remains at the disposal of the Court.
The town hall declared three days of official mourning in memory of the deputy secretary.
