The civil police of San Paolo recently celebrated 183 years of history and protagonism, as one of the pillars of the public security band. The institution has as its reference point of its birth on the date of April 3, 1842, when the consultant Rodrigo Antônio Monteiro de Barros He entered office as the first chief of the police of the then province of San Paolo.
In this trajectory, in 1905 another decisive moment occurred, with the creation of the civil career police, at the hands of the then President of the State (as the position of governor was called), Jorge Tibiriçá. The initiative aimed to strengthen the safety of the population and guarantee a more technical and professional performance of the legal agents.
At the age of 183 this year 2025, with all its historical and social relevance, the civil police of San Paolo is again on the agenda, in an extremely important moment. The State Government of San Paolo is preparing to send to the legislative assembly project (Alesp) which regulates, at state level, federal law 14,735, of 23 November 2023, which established the national organic law of the civil police.
The proposal aims to establish the new organic law of the civil police of the State of San Paolo, with the definition of rights, duties and prerogations of civil agents, as well as guaranteeing, in theory, better working conditions for the professionals of the institution, in various sectors and functions.
Although it may seem like a measure aimed exclusively at members of this safety force, their impacts extend to the entire company. This is because, a precious and well -structured police leads to the supply of a more efficient service, which directly benefits the population, which calls, not today, to accommodate and defend the fight against crime.
Furthermore, the creation of a modern and fair organic law can influence the legislation of other states, since the civil police of Banderante is often adopted as a national reference. Therefore, the measure not only strengthens the institution of St. Paul, but also contributes to the improvement of the judicial police throughout Brazil.
It is important to consider that, on the other hand, concerns arise on the possibility of limiting the rights and prerogatives of the civil police, which could compromise the performance of the institution, in particular as regards criminal investigations. The limitations imposed in this context can weaken the police ability to combat crime and guarantee the protection of citizens.
Given this scenario, it is essential to recognize that the civil police do not belong only to its members, but to the company of San Paolo as a whole. The institution is therefore a heritage of the State of Saint Paul and an essential element for the maintenance of order and justice.
The creation of an organic law compatible with the traditions and challenges of the civil police of San Paolo represents a result not only for its servers. It is something fundamental for society. The initiative tends to evaluate its professionals, while it is an important legacy for the future of public safety on bandage soil.
