Technology will gradually replace all E-CNPJ by 2029
Brazilian companies will obtain an important ally in the secure digitization process of their procedures: the ICP-Brazil electronic estate. This new type of digital certificate, focused on the legal entities, will gradually replace, by 2029, the current E-CNPJ, allowing a planned and safe transition to taxpayers, state and digital applications. The new model modernizes the way in which organizations identify in the virtual environment, strengthens the legal certainty of electronic interactions and aligns with international certification practices.
In order to contribute to a secure transition, the National Association of Digital Certification (AVD), in collaboration with the Government and other entities of the third sector, has been active to guarantee the compatibility of the systems with the new model and minimize the impacts on the production sector. Consequently, Brazil is expected to advance significantly in the digitization of public services and in the bureaucracy of relations between companies and the state.
What is the electronic estate?
In 2024, the ICP-Brazil Management Committee approved the creation of digital electronic seal digital certificates in two models: Software (Se-S) e Hardware (Se-H). Both have focused on legal entities and to guarantee the origin and integrity of electronic documents.
“The E-CNPJ is a certificate of legal entity, but has an internal identification linked to the CPF of a guardian. This can give the impression that it is the individual who manifests himself in the name of the company, which does not correspond exactly to the function of the certificate.
According to Nunes, the advantages of the new model go beyond security: “separating personal identities from companies, the electronic seal protects the data from legal representatives and avoids the improper use of personal information in business processes“.
With the implementation of the electronic seal, ICP-Brazil will have two distinct models of digital certificates for end users, both with legal validity according to current legislation: the signature certificates, aimed at people, who guarantee the authenticity and integrity of the information signed by Brazilian citizens; and electronic seal certificates, intended for legal entities, which guarantee the origin and integrity of the digital documents issued by the organizations.
In addition to expanding the compliance of digital certificates models, the new practice places Brazil in a new level of security in the digital environment. The initiative follows guidelines similar to those of EUDAS European regulationwhich recognizes the electronic seal as a reliable way to identify legal entities in digital transactions.
Transition period

To ensure the success of migration in tax and commercial applications, the Brazilian commercial automation association (Afrac) has collaborated in the construction of a safe transition process. According to the president of the entity, Edgard de Castro, “the digital certificate is already part of the issue and use of the routine in practically all tax operations and any technological or regulatory modification requires preventive planning, in order to comply with the system updates calendar and applications updates“.
