The Minister of the Supreme Federal Court (Stf) Alexandre de Moraes was the target of the “Abin Parallel” agents, who tried to establish a relationship between him and the delegate Osvaldo Nico, current number 2 of the public security secretariat of San Paolo. The request for the processing of a dossier that connects the two occurred on the same day when Nico arrested the former councilor Fabrício Queiroz, a pivot of the case of “crack” in the office of the then state deputy and today the Senator Flávio Bolsonaro (PL-RJ),-Caso revealed by Estadão in December 2018.

The dossier was requested by Marcelo Bermevet, former coordinator of the Abin Intelligence Center, the Army Giancarlo Rodrigues, who was assigned to the Agency. The document produced contains news published by Veja Magazine in 2016 on a police operation against organized fans. Moraes, at the time secretary of public security of San Paolo, appears in a photo together with Nico, who participated in the operation as delegate of the civil police.
The PF also states that Rodrigues sent other dossiers to Moraes to Bormavet. He would have used the “clandestine system”, paid in euros or dollars, to monitor. The content of the other dossiers was not detailed in the relationship. At least a part of them was produced in 2021, at the same time as the Minister of the Stf included Bolsonaro in the false news survey.
The Federal Police Report also stresses that Bormavet and Giancarlo exchanged messages that preached violence against Moraes after the minister started in August 2021, the delegate responsible for the survey on the hacker attack on the Upper Electoral Court (TSE).

Marcelo Bormavet and Giancarlo Rodrigues were offended by the PF for the crimes of integration of the criminal organization, interception of IT or electronic communications without judicial authorization, abuse, violation of functional confidentiality and embezzlement.
