The letter underlines the urgency of the vote of the substitute for PL 2331/22, reported by Mrs. Jandira Feghali. This text proposes a minimum financial contribution model of platforms for the development of national audiovisuals of 6%, levels well below what establishes the superior council of cinema: 12%.

The proposal is based on international experiences, such as those of France, Italy and South Korea, and already has a broad support from the sector. According to the open letter, without regulation, Brazil runs the risk of being only a consumer market, without consolidating a national industry capable of generating work, income and international projection.
