The text was rejected by the president of the president, Otto Alencar (PSD-Ba), and by the representative of the PEC Alessandro Vieira (MDB-CEO), who worked to “bury” the proposal.
The score ended with 27 votes in favor and none against. The question went to the general secretariat of the Bureau, which could already “bury” the proposal – at least, is the expectation of all CCJ members.
In his vote, Vieira said that the PEC is unconstitutional. He considered that the text contains a deviation of purpose in order not to satisfy the public interest and establish rules that would culminate in the impunity of the politicians elected for any crimes.
“The PEC that formally underlines is a defense tool of Parliament is actually a serious blow for its legitimacy, since it configures open doors for the transformation of the legislator into a safe shelter for criminals of all kinds,” he said.

The opposition senators worked to regery the PEC text so that the previous use of the license was limited to “crimes against honor”. The effort was frustrated by the speaker, who rejected the proposal and the same condemnation of the parliamentarians according to which the debate “has already been contaminated”.
“It was clear here that the debate in this pec is already contaminated. There is no condition for discussing this theme of parliamentary immunity material in this project,” said Senator Sérgio Moro (UNIão-Pr).
“The rapporteur did not welcome, I will not insist on PEC, but please this house that we can discuss this topic with the correct freedom at another time.”
Senator Jorge Seif (PL-SC) even presented a separate vote, but retired from the idea after also understanding that the debate was “contaminated”.
Senator Eliziane Gama (PSD-MA) contrasted.
“There are no medicines for this PEC,” he said.
“An amendment, a suspension is needed. What we need is to bury once and for all (the proposal) and try to resume minimum trust in the Brazilian congress.”
The government leader in the National Congress, Randolfe Rodrigues (PT-AP), greeted the Vieira report, in particular that the speaker underlined the unconstitutionality of PEC.
“By underlining the unconstitutionality of the matter, it prevents any device that can appeal to this proposal to the plenary of the Federal Senate,” he said.

The PEC approval in the house had a large popular refusal. Last Sunday 21, the Brazilians went to the street to protest against the proposal.
