The director of the National Electric Energy Agency (Aneel) Fernando Mosna sent a letter to Enel São Paulo by charging clarifications on the distributor’s actions to restore consumer services after the storm at the beginning of this week, citing “repeated crime authors” in the supply of electricity to the population.

Mosna’s letter was sent on Wednesday evening, one day after the technical area of ​​Aneel issued a recommendation for the renewal of the concession of the Paulist distributor – analysis that may or cannot be followed by the regulation body board, which has the last word.

A storm with twenty up to 98 km/h reached the State of San Paolo on the afternoon of Monday 22 September, with consequent interruption of the power supply to 1.8 million consumers, being 580 thousand frequented by Enel São Paulo, according to the Arsesp state regulation agency cited by the Director of Anel.

“The analysis of the data of the restoration of energy in the areas of concession concerned shows a slow and ineffective response model of Enel SP”, said Mosna.

The director also declared that the recomposition curve of the Enel SP service is “persistently slower and less reactive than its peers”, based on data from other retailers who work in the State of San Paolo and who also had customers affected by the storm.

“The numbers indicate that the problems of planning, execution and quick response remain and that the results provided with the recovery plan … have not been affected or insufficient to mitigate the risks satisfactorily and guarantee the correct arrangement of the service”, says the art of the Mosna, which requires a detailed clarification of the company’s shares.

Research, Enel said that, in about 24 hours after the storm, the company had already normalized the offer to about 90% of the customers concerned, having mobilized the contingent of over 1,300 teams during the day to simplify care.

The company also stated that, according to civil defense, San Paolo was the city most affected by the storm. “Enel São Paulo has 20 times more customers per km of network than the average distributors in the country, therefore the areas of different concessions are not directly comparable”.

Responsible for participation in the Metropolitan Region of San Paolo, the Italian distributor Enel has been subjected to public control since November 2023, when an extreme climatic event reached its concession area and left millions of consumers without power for several days.

Enel’s response to the service of consumers in this and on other subsequent occasions, considered short of the criticisms desired and generated by consumers and authorities, with threats of the minister of mines and energy, Alexandre Silveira, which the distributor could not renew his concession.

The criticisms of the government, however, have been alleviated after the company has committed itself to taking on more teams and increasing the investment plan for the region.

Enel Sp tries to anticipate the renewal of his contract, which wins in June 2028, for another 30 years based on the new rules posed by the federal government, just as other competitions have done.

In a declaration issued this week, the technical area of ​​Aneel concluded that the dealer “has respected and respected all the conditions” established by the Ministry of Miniers and energy to extend its concession, such as the efficiency criteria in economic and financial management and the quality indicators of the interruptions of power) and FEC (frequency of interruptions) within the regulatory parameters from 2020 to 2024.
