President Luiz Inácio Lula da Silva (PT) has decided to appoint federal deputy Guilherme Boulos (PSOL-SP) to the position of head of the General Secretariat of the Presidency of the Republic.

The change was announced in an official note on Monday (10/20).

The body was created in 1990 and is responsible for coordinating and articulating political relations between the federal government and different segments of society.

In practice, it is the communication body between the government and social movements.

Boulos gained national recognition as the leader of a social movement, the Homeless Workers’ Movement (MTST).

In this legislature he also participated in the mobilization of street actions, such as the movement against the so-called PEC da Blindagem, the attempt to amend the Constitution to protect parliamentarians from criminal proceedings which were then rejected.

He is seen as one of the main leaders of the country’s left and by some as one of the possible successors of President Lula, who supported him during the race (he came second in the race).

Boulos was already a candidate for the presidency of the Republic in 2018, together with his deputy Sonia Guajajara (now minister of indigenous peoples) and finished the race in tenth place, with 617 thousand votes.

In 2020 he ran for mayor of São Paulo for the first time, forming a ticket with the deputy and former mayor Luiza Erundina (also from the PSOL) and came to the end with 40.6% of the valid votes (i.e. 2.1 million), defeated by Bruno Covas (PSDB).

In 2022, the psolista was the federal deputy elected with the most votes in São Paulo, with the support of over 1 million voters.

That year he considered running for governor, but gave it up to seek left-wing unity in the state. The PT ended up launching Fernando Haddad, who finished in second place, with 44.73% of the votes.

Boulos will replace current minister Márcio Costa Macêdo.

Also in September, when asked if he would leave his post, Macêdo told the press that he had been under a “political siege” since becoming President Lula’s assistant, but that he had not discussed any changes in the position he held, according to Estadão.

He denied that the exit was linked to possible government support for a House candidacy in 2026 and said that his electoral project “is the re-election of President Lula”.

Macêdo was a federal deputy for two terms and previously held the deputy leadership of the PT. He also held public offices in Sergipe, where his political career began. He was superintendent of the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama), secretary of the environment, among other positions.
