In The Last of Us, Bill and Frank are characters that are important to the story of both the PlayStation game and the HBO series. At one point in the campaign, Joel seeks the help of the two survivors to obtain supplies and a vehicle to take Ellie to her destination. Bill and Frank, however, are portrayed very differently in each version of Neil Druckmann’s work.

Even before the Cordyceps Brain Infection (CCI) crisis, Bill already kept a large amount of equipment and supplies at home to survive a possible apocalypse. Preparing for the worst, the character has learned various mechanical skills, being able to repair vehicles and build things from scraps.
In the game, Bill helps Joel and Ellie find a truck they can use to drive west. Embittered and grumpy, he is the only person left in a town called Lincoln, surrounded by infected, homemade traps created by the character himself.

He teaches Joel and Ellie how caring for others is a surefire way to kill yourself, by mentioning an intimate partner he has tried to care for in the past. It is later revealed that this partner hanged himself after being infected, writing in a note that it was better to take his own life.
During the chapter dedicated to Bill, we learn more about him and his past, as he talks about Frank, who he also calls his “partner”. We later find out that Frank got angry at the way Bill was living and tried to leave. However, on the way back to his hideout, he was bitten and killed himself before the disease took hold.
Bill and Joel discover Frank’s body while scavenging one of Lincoln’s houses for supplies. Joel also finds Frank’s suicide note. It is later revealed in an in-game item that Frank tried to contact someone to smuggle him into the Boston Quarantine Zone, as that is where he was trying to go.

In the HBO series The Last of Us, the story of Bill and Frank changes almost completely. The arc of presentation of the two characters occupies almost the entire third episode of the first season, with Tess also participating in the plot.
The characters meet after Frank falls into one of Bill’s traps. Then Bill welcomes Frank into his home, offering food to a shelter. On this date, they develop feelings for each other and begin a relationship. Though there are occasional quarrels and frustrations, they end up staying together for decades, well into old age.

Frank ends up infected with an incurable disease and asks Bill to give him one last day of happiness together. He asks his partner to marry him and to help him commit suicide by ingesting a large amount of pills.
Bill decides he cannot live without Frank, as his purpose in life was to keep him safe, and chooses to die at Frank’s side. The pair are discovered by Joel and Ellie weeks later when they stop in Lincoln to pick up supplies and a truck. The protagonists use the vehicle to continue their journey in search of Tommy and the fireflies.
