Find out how former BBB Matteus managed to circumvent the university quota system

Matteo Amaral has not yet commented on the fraud in the racial quota system to enter the Federal Institute of Education, Science and Technology Farroupilha (IFFAR) in the 2014 entrance exam. The former BBB 24 managed to get a place in the education course superior of Agricultural Engineering declaring himself black, even though he is phenotypically a white person.




But how did he manage to cheat the system? In 2014, the racial quota system was still in the early stages of its implementation. The Higher Education Quota Law was passed in 2012, the second year of the first term Dilma Rousseff to the presidency of Brazil.

The proposal aims to provide more opportunities for public school students and people of non-white ethnicity in higher education. At the time, the only documentation required of an applicant to “prove” that they were black or mixed race was a self-declaration.

In other words, the student only had to self-declare and entered the vacancies subject to racial quotas. At the time, IFFAR, like other institutions of higher education, had no legal means to catch self-declared black cheating in the entrance exam process.

In conversation with the With you!, the institute reported that these cases could only be investigated if other people reported them. In the case of Matteus this did not happen, which means that he got the job without any major problems.

In 2014, the gaucho enrolled in the Agricultural Engineering course and reached the fifth semester, but had to interrupt his studies to take care of his grandmother, who was in poor health.

“In 2014, the student Matteus Amaral Vargas enrolled in the degree course in Agricultural Engineering offered in collaboration with Unipampa. His enrollment was made in the vacancies reserved for black/brown candidates. This information is contained in Notice no. 046/2014, which is public and carries the result of the selection of this course that year. This course, offered in collaboration with Unipampa, is no longer offered by IFFar as of 2021. Matteus Amaral Vargas is also no longer a student of IFFar.

Regarding admission by quota, it is extremely important to clarify that then, according to the Quota Law of 2012, the only document required for quota registration was the candidate’s self-declaration. As in other federal educational institutions, there was no mechanism to verify or prove the candidate’s statement. The notices, however, contained the information that “the discovery of any type of fraud in carrying out the process exposes the candidate to the loss of the place and to legal sanctions, at any time, even after enrolment”.

Since there was no specific mechanism for verifying self-declaration, possible fraud was only investigated in the event of a complaint. In other words, someone should file a formal complaint with the institution’s ombudsman’s office. In this case, the matter could be investigated internally, through a normal administrative process, which would ensure the full defense of all parties. No such complaint had been filed at the time.

It is also essential to clarify that the national quota policy has been improved over time, mainly due to reports of possible fraud occurring in several institutions, many of which have received extensive media coverage. One of the mechanisms implemented is hetero-identification, adopted by the IFFar since the selections made in 2022 for entry in 2023. Currently each IFFar campus has a commission made up of three main people and two deputies who work in all the selection processes of the students. “
