Globo requests the renewal of the concession. Will Bolsonaro abide?




On Tuesday (20/9) the Globo network officially asked for the renewal of the concession to continue to operate on open TV. The company has applied to the Ministry of Communications for five stations across Brazil, located in Rio de Janeiro, Sao Paulo, Belo Horizonte, Brasilia and Recife. In other cities, the channel is broadcast through partner companies – affiliates of the channel.

Under federal law, broadcasters have concessions valid for 15 years, renewable after that period. The last time Globo got its concession approval was through a decree signed by former president Luiz InĂĄcio Lula da Silva.

The detail is that, for the first time in history, a president publicly threatens not to renew the concession of an operational channel. Jair Bolsonaro has repeatedly stressed that Globo will encounter difficulties with the renewal.

Bolsonaro began threatening to take Globo out of the air in October 2019, in a live broadcast, shortly after a report from the “Jornal Nacional” linked his name to the investigation into the murder of councilor Marielle Franco. Amid several insults, he addressed the station in his most truncated style: “We have a conversation in 2022. I must be dead by then. Because the concession renewal process will not be a persecution. Neither for you nor for TV. Nor any. radio. But the process has to be dry, it has to be legal. There will be no way for you, or for anyone else. “

He then reiterated in an interview on Tupi radio: “For my part, everyone needs to be up to date (with the necessary documentation to obtain the concession). We will not persecute anyone, we will only enforce the legislation for these renewals of concessions. We have information who will have difficulty “.

In May 2020, angered by Globo’s coverage of the coronavirus pandemic, he returned to the fray. “I’m not going to give you any money. Globe, there is no money for you. In 2022 … It’s not a threat. Just like I do for everyone, the accounting will have to be clear, so that you [Globo] the concession may be renewed. If all goes wrong, I won’t renew yours or anyone else’s. “

He repeated the phrase in 2021, using a threatening tone: “Globo has a meeting with me next year. Meeting with the truth.” And she said again, in her way of making a statement to say otherwise then: “I’m not going to persecute anyone. You have to have the negative certificates up to date, a lot of things there.”

Despite insisting that it is “not a threat,” Bolsonaro needs Congress to withdraw Globo’s operational license. If the Ministry of Communications, son-in-law of Silvo Santos, Globo’s direct rival, decides not to renew, the end of the concession must in any case be authorized by two-fifths of the Congress in a roll call vote. And the accused can still appeal to court.

In any case, the insinuation serves as a warning to those who love Globo soap operas and have not yet decided who to vote for.
