A new decision by Anvisa enters into force on 1 August; adaptation period is 180 days
To the pharmacies will be able to perform Clinical Analysis Exams (CAT) from 1 August, when the new discipline approved by art National Health Surveillance Agency (Anvisa). On Wednesday 3, the institution approved the update of the regulation governing the requirements for clinical analysis tests and regulating the provision of clinical services and laboratory tests in these structures. The deadline for compliance is 180 days.
With the decision, at least 47 clinical analyzes can be carried out in the establishments, including laboratory tests for asthma, allergy and dengue fever, according to the Brazilian Association of Pharmacy and Parapharmacy Chains (Abrafarma). Until then, the industry could only carry out tests that evaluated the cases of COVID-19 and blood sugar. See the full list below.
According to Anvisa, the new resolution, which takes into account the evolution of the diagnostic sector, as well as diagnostic products and tools, aims to broaden access and strengthen the role of clinical laboratories in stimulating the examination quality policy. Since 2019, Anvisa has held hearings and public consultations to allow for the revision of Legislative Decree Resolution of the Collegiate Council (RDC) 302/2005.
The services, which involve pharmacies, are authorized to carry out samples and clinical analysis tests, of a screening nature, from primary biological material (tissue or fluid of the human body or isolated from these which has not undergone alterations in its natural state or which have not been subjected to activities aimed at preparing for the analysis), provided that all phases of the exam are carried out after collection at the facility itself”, Anvisa specifies.
Again according to the regulatory body, in these establishments the approved standard allows screening tests to be carried out, “which do not go beyond the conventional laboratory diagnosis and do not replace it, since their performance is complementary, with different purposes at the service of the population .”
For Abrafarma, which represents the 27 largest national pharmaceutical retail companies, the new resolution is a milestone for Brazilian health. “The approved resolution places the pharmacy once and for all as the gateway to the country’s health system,” says Sergio Mena Barreto, managing director of the association.
Barreto also mentions the role played by the sector even during the pandemic. “We have performed 20.7 million tests of COVID-19 and we identified that at least 10% of cases were severe enough to be referred to hospital. In addition, we have trained around 20,000 pharmacists for these types of services,” she says.
