Paulo César do Nascimento Silva was arrested on the agency premises; servants report ‘improper conduct’
A National Health Surveillance Agency (Anvisa) established on Wednesday 14 the creation of the Committee for the prevention and fight against moral and sexual harassment in the institution after the advisor to the presidency Paulo Cesar do Nascimento Silva having been arrested on the premises of the institution, convicted of the crime of rape.

Silva has assisted the director-president of Anvisa, Antonio Barra Torres since 2019. On Monday he was arrested and released from his position at the agency.
After Silva’s arrest, complaints were made by agency employees accusing the former adviser of harassment and improper conduct. In this context, the agency has decided to create the committee to implement the measures indicated by the Federal Comptroller General in cases of harassment. The agency also opened an administrative proceeding to investigate internal complaints.
In a note sent to Stadium, the agency said it was aware of servants’ complaints in the press and said it “does not condone any form of sexual or moral harassment.” The agency also admitted that, on the basis of the reports, it is possible to identify that the existing structures were unable to stem possible cases of sexual and moral harassment at Anvisa.
The agency’s announced committee will consist of representatives from the agency’s boards of directors, the personnel management area, and four volunteer servants.
Regarding the arrest of the adviser, Anvisa said it did not have access to the details of the trial and that the information obtained indicates that the crime took place before Silva took office at the agency. The statement underlines that the institution has given full support to the police officers.
Anvisa Chief Executive Officer Antonio Barra Torres took office in 2019, when Silva was chosen by him to advise him. Barra met the advisor in Rio de Janeiro, where the CEO lived before taking over Anvisa.
