Health plans: the report provides for the ‘single medical record’, with exams shared between the operator and the SUS


The measure aims to avoid repetition of procedures to reduce costs

The text with the proposed amendments to amend the law on health plans is being finalized and should be presented after the parliamentary suspension, which will begin on 18 July.

Since 2006, the bill 7419, which modifies the programmatic law, has been pending in Congress. To this were added another 270 proposals to amend the regulatory framework for integrative healthcare. The rapporteur has already stated that he wants to make significant changes, including: canceling the unilateral termination clause of the contract, setting limits for the adaptation of collective plans and allowing the inspection of service providers, such as hospitals and clinics.

“With this report we will propose updating the SUS law, implementing the single medical record among the services provided in the SUS and, through health plans, in companies and private hospitals. The single medical record will allow for a drastic reduction in costs, because from the moment citizens have access to examinations and procedures in the public sector, they will also benefit from these examinations and procedures in the private sector and vice versa”, said Duarte Júnior at the Stadium.

The single medical record is seen as a tool to speed patient care as it would concentrate the informational history of that individual. But discussions on the subject collide not only with the operation of the system, but also with the General Data Protection Law (LGPD), which includes information about the health of the individual, possible procedures, among others.

In the public sector, in 2019, the Ministry of Health launched a digital health strategy to computerize the data of patients using the SUS. The Computerization and Qualification of Primary Health Data Support Program – Informatiza APS envisages the implementation of an electronic medical record system for use by family health teams to enter information on visits, prescriptions, mailings to other units.

Transparency in the readjustment of collective plans

In an interview with Stadium, the president of the National Supplementary Health Agency (ANS), Paulo Rebello, said that the agency intends to tighten the legislation on the unilateral termination of contracts and the disqualification of service providers. Rebello also defended the implementation of a formula to give greater transparency to the readjustment of collective plans.
