they were reserved tickets for 68 municipalitieswith 85% concentrated in the South-East (45%) and North-East (40%), the most populous regions of the country. MPor celebrates the variety of destinations chosen by retirees, noting that many of them are not large urban centers.
“Voa Brasil provides this, allowing retirees to find low fares to visit their relatives or tourist cities out of season,” reads a note from the ministry.
The most sought-after city by retirees was São Paulo, which received the equivalent of nearly 20 full planes from 47 other municipalities during this period. Rio de Janeiro was the second most popular destination.
The capital of Ceará was the most popular city in the Northeast for the program’s beneficiaries. One in four tickets sold in the region, in this first month of activity, was destined for the state’s airports (Fortaleza, Juazeiro do Norte and Jericoacoara). The number of retirees who have flown to Fortaleza since the beginning of the Voa Brasil program would be enough to fill more than six planes.

How Voa Brasil works
The program does not provide any subsidies from the federal government for the purchase of tickets, and companies are free to offer them. “It is a cooperative policy that we have implemented with airlines to ensure that more Brazilians can fly,” explains Tomé Franca, secretary of Civil Aviation, to MPor.
The Ministry of Ports and Airports plans to launch the second phase of the program in the first half of 2025, which will benefit students of public educational institutions.
How to buy tickets
To purchase the ticket you need to go to the website gov.br/voabrasil. The login and password are the same as those used to access other government benefits and programs. The pensioner will be directed to the commercial platform, where he will choose the origin, destination and date of travel. The system checks if there is an offer available on some of the available companies.
The routes, dates, times and seats offered are not managed by the federal government, but only by the airlines.
