The proposal was unanimously approved in the Chamber of Deputies and in the Federal Senate in 2024, but was fully vested by the President Lula. In its place, the government has issued a provisional measure that provides only compensation of $ 60 thousand, without a pension.

“This veto is not just a political error. It is a slap in front of thousands of families who have been abandoned by the state in the past and now they have denied their rights. The repair that we have approved at Congress is not a favor. It is Brazil’s duty with these children and their families.”The senator says.

According to the data of family associations, currently about 1,589 children live with sequences of the Zika virus. The number It is much lower than the total recorded at the time of the epidemic, since many have not resisted the complications of health. These families face permanent expenses with therapies, differentiated foods, medicines, equipment and specialized treatments.

The proposal was built with technical and legal support. The opinion of the Senate Economic Affairs Commission estimated R $ 91.4 million for compensation and an annual expenditure of $ 185 million with pensions, based on a budget consultancy firm. The senator criticizes the justification for a source of costs for retirement.

“The government participated in the negotiations, proposed amendments that have been completely accepted. It cannot say that the project has not presented a budget forecast, as an excuse for the veto. We are talking about 1,500 children. It is a limited number in the federal budget. The government has money, but chooses where to spend and withdraw when it comes to social justice.”Mara underlines.

Finally, for the senator, the reversal of the veto represents not only an institutional response. However, it is a historical repair for families who have faced the abandonment of public power a decade.

“The Zika epidemic was not a natural phenomenon. It was an announced tragedy, caused by state negligence with basic hygiene and vector control, such as the Mosquito Aedes Aegypti, transmitter of the Zika virus and the Dengue virus.
