The idea is that operators offer surgery to Sus patients, exams and consultations with experts in exchange for their debts with the Ministry of Health.
The order that regulates the action was signed on Monday afternoon by the Minister of Health, Alexandre Padilha, and by the General Defense Minister of the Union (AGU), Jorge Messias.
According to the folder, this year’s goal is that the R $ 750 million operators will be converted into several care. This represents about 58% of the amount of 1.3 billion R $ that the health plans should currently be reimbursed to the federal government for having assisted their customers in the public network.
According to Padilha, although this reimbursement is mandatory, reception of these values requires time and cannot always be used to finance the priority actions of the Ministry.
“The debts, by law, must be reimbursed to the National Health Fund. We have difficulty recovering these debts and, even when they come back, they do not mean more treatments because you have rules to limit investments in health. We are transforming these debts into several surgical interventions, more experienced, more specialized consultations and less waiting times for those who wait”, said the minister, during a press conference.
According to the Ministry, three days after the publication of the order, a notice will be opened for the voluntary adhesion of the operators who wish to participate in the program.
They will have to demonstrate the technical and operational capacity and the list procedures of programs now have specialists, who give priority to six medical specialties with greater question: oncologyOphthalmology, orthopedics, otorhinolaringergology, cardiology and gynecology. “The question of states and municipalities will also be considered, which will present their needs,” said the federal agency, in a note.
The Ministry promises that Sus patients can be treated in health insurance networks since August, but some steps will still be necessary before the initiative is materialized. According to the folder, after the publication of the notice, the operators must request adhesion via the Investus platform and fill in an offer matrix, with the number and types of procedures they can offer.
Therefore, this matrix is analyzed by the Ministry, sent to States and Municipalities, analyzed and approved by the Bipartite Intergeners (CIB) commission and, only after, the territorial distribution of the services provided and the contractualization with formalized operators.
According to Padilha, the procedures offered by the medical agreements will be available for municipal and state health secretariats so that local managers refer to their patients.
Therefore, users on do not have to make any registration or should directly look for a health plan. These are the reference units on which they will inform the patient in which he will be treated.
The Ministry also informed that the service that must be provided by the operators should be distributed so as not to be concentrated in large centers or only in some regions of the country.
It also stated that to avoid the exaggerated spraying of the services provided, the participating operators must offer care that represent a debt expenditure of $ 100,000 per month, which can be relaxed at $ 50,000 per month in the case of regions that have fewer health structures and large demand.
For the Ministry, in addition to regularizing the tax situation when they had debts, the operators benefit from using the ability to inactivity of the care in agreed hospitals and “reduce administrative and judicial disputes”.

The entity also stated that “the way to a more sustainable and resolute system necessarily passes through collaborative partnerships and an integrated vision of the treatments for the citizen”.
The National Federation of additional health was also sought (Fenasúde), but has not positioned itself until the conclusion of this relationship.
