Food products must contain only additives approved by the agency
THE National Health Surveillance Agency (Anvisa) released a clarifying note on the use of decorative powders or “glitter” in food decoration on Tuesday 21st.
In the text, the agency emphasizes that plastic, including micronized polypropylene (PP), is not authorized for use in food composition, whether prepared or industrialized.
“No decorative powder/glitter containing so-called ‘micronized PP’ may be used in confectionery products or for food decoration. These materials are only permitted in non-edible decorative objects, such as, for example, backdrops for themed party decorations,” the statement reads.
Dyes and other products used to give colour, flavor or texture to cakes, desserts and similar preparations, both in pastry shops and at home, are classified as foods and must only contain ingredients and food additives previously approved by Anvisa.

Beware of confusion
The agency emphasizes that consumers and confectioners should read labels carefully when purchasing. “Party shops can sell, in the same place, powders for decorative purposes (non-edible) and other decorative powders, suitable for human consumption,” he explains.
Anvisa recommends that, to identify confectionery and similar products that can be used in foods, it is important to observe:
- The list of ingredients, which constitutes a mandatory declaration on the label of the food product. All additives on the list must be authorized for use in foods;
- The sales denomination (official name of the product). Examples: “artificial coloring for food purposes”, “sugar for confectionery”;
- Lot and expiry date;
- Declaration of absence or presence of gluten;
- Warnings about foods that cause food allergies, if applicable.
Reports
In the event that a food product not authorized for human consumption is identified, it is possible to submit a complaint to the municipal Health Surveillance Office or forward it to the Agency through the indicated service channels. Here.
For the investigation to be effective it is essential to provide as much information as possible. Whenever possible, include a photo of the full product label, containing: the name and brand, instructions for use (if any), details of the manufacturer or distributor (company name and CNPJ), as well as the list of ingredients, batch number and expiry date.
