In July 2022 the Rio City Council started studies on the concession of use of the Jardim de Alah for 35 years and it seems that this project has finally taken off and has already set a date for its definition. On April 26, a company will be chosen to revitalize Jardim de Alah in South Rio through a public-private partnership (PPP). The prediction was announced this Thursday (09/03), in a call for concession released by the Official Gazette of the Municipality.




According to the competition – technical and price – the highest score (70%) will be awarded to the best urban planning proposal to revitalize the space in investments that can reach R$ 112.5 million over the 35 years of the concession. The bidder must present a solution for the square, currently degraded, to become an element of integration between the neighborhoods of Ipanema, Leblon and Lagoa Rodrigo de Freitas, and invest in landscaping and lighting improvements to the park.

The Municipality clarifies that the place will continue to be a public space, however the company that will manage the Garden will be able to charge for some services, such as toilets and drinking fountains. Furthermore, the winner will have the right to install kiosks, shops, restaurants, areas for events, exhibitions and will be able to build and manage a new parking area for around 220 vehicles.

One of the investments envisaged to improve the safety conditions of the park is the implementation of a video surveillance system, with the integration of the cameras in the Operations Center (COR) of the Municipality.

The contract allows companies to compete individually or in consortium. In the commercial proposal, the town hall is asking for R$ 2.5 million as a minimum subsidy value (as shown in the image above). The public notice provides that the municipality will have a share of 2% of the gross revenues deriving from the commercial exploitation of the area.

Jorge Arraes, municipal secretary of Government Coordination, says competitors were given the freedom to define the best urban solution for Jardim de Alah. But some measures must be maintained. “The project should include a cycle path which, in fact, creates a connection with the existing structures on the edge of Lagoa and in Ipanema”, Arraes told the O Globo portal.

The tender orders the future concessionaire to create greener areas in the park. The investor will be able to replant existing specimens in other places. According to one of the points of the tender, solutions must be presented for “the widening of gray areas in the medium and long term, thus supporting the reduction of heat islands. The use of landscape and engineering solutions that reduce the flow of water meteorics, however, the public network must also be included in the projects”, decrees an excerpt from the public announcement.

The technical part of the project will be worth up to 410 points, divided into a series of items, such as urban and landscape solutions and proposals for creating events that attract the population. The contestant who does not score 84 points in this phase will be eliminated. Improvement proposals related to architecture and urban planning will be worth 120 points. This includes the plan to integrate Jardim de Alah into the neighborhoods of Ipanema, Leblon and Lagoa (15 spots), which should prioritize walking between spots. In terms of landscaping (up to 90 points), one of the elements with the greatest weight will be the use of native specimens in the project, as well as the expansion of green areas (30 points in total).

Applicants must submit plans and 3D images indicating what is the proposal they have to modernize Jardim de Alah.

The concession area covers 93,600 square meters and includes the three plazas that make up Jardim de Alah: Almirante Saldanha, Glória and Paul Claudel. With an area of ​​76,000 square meters, they were designed by the sanitary engineer Saturnino de Brito in the 1920s. The project carried out sought to organize and control the connection of the waters of Lagoa Rodrigo de Freitas with the sea. The other 17,000 m2 that will be incorporated into the project include spaces currently used for parking.

Residents

In August 2022, Mayor Eduardo Paes promises to listen to the residents of the south zone before closing the concession for Jardim de Alah. And the promise has been kept, since, according to Jorge Arraes, some proposals from the residents have been incorporated into the project. The announcement also decrees that any economic activity in Jardim will be authorized only after the presentation of road impact studies to try to avoid inconvenience to the neighbourhood.

“Based on the suggestions, we have included in the announcement that the winner should indicate a counterpart for the benefit of the population living in Cruzada São Sebastião (near Jardim de Alah). A new kindergarten will also be built to serve the local population. And we make it clear that any intervention in the area must respect the restrictions of caliber and other parameters established by the Cultural Environment Protection Area (APAC) of Leblon”, added Arraes in an interview with O Globo.

The tender was developed on the basis of projects prepared by two companies, Magus Investimentos and Accioly Participações, through a system known in the public sector as an Expression of Private Interest. In this model, investors offer to produce studies for the public sector, at no cost to the government. No impediment to participation in the competition.
