Zema finalizes the project to create two more secretariats


The governor of Minas Gerais seeks to expand the political base and increase communication




In an effort to broaden its political base and media exposure, the governor of Minas Gerais, Romeu Zema (Novo), finalized an administrative reform bill that creates two more secretariats in the state government structure: Civil House and Social communication. The text is to be sent to the Legislative Assembly this Thursday 9.

The Civil House is to house former federal deputy Marcelo Aro (PP), former director of the Brazilian Football Confederation (CBF). As for the secretary of Social Communication, Bernardo Assis Fonseca Santos, former president of the municipal directorate of the Novo party in Belo Horizonte, will remain.

As the column showed, Zema is looking to improve his political articulation with an eye to the 2024 municipal elections, to make his name valid in the 2026 presidential race as well.

The administrative reform will be the first test of Zema’s new parliamentary base in the Legislative Assembly. In his first term, Zema had extreme difficulty getting projects approved. The government estimates it now has the support of more than 50 MPs out of 77 seats in the legislature. The opposition bloc has 20 MPs.

If the new government structure is approved by the Assembly, Zema hopes to upgrade the Social Communications Secretariat to expand its media visibility and also hopes to improve its articulation in Brasilia with the creation of the Civil House.

However, the allies foresee difficulties in approving the administrative reform, because Aro is a reason for resistance even among parliamentarians from the allied base.
