The new president of Alesp warns of the ‘limits’ in the conduct of deputies

Elected this Wednesday 15, president of the Legislative Assembly of the State of Sao Paulo (Alesp), the deputy of the state André do Prado (PL) said that, under his command, the Chamber will act to curb the “excesses” and maintain the harmony among parliamentarians. Raised to office with the support of the PT, the new president promised to “strengthen” the mandate of all deputies, whether they be from the right or from the left, and said he did not consider himself a politician “of custom and ideology”.

“The regiment must be strictly observed. Excesses will be curbed. We will work in a line of harmony,” said Prado. “MPs must understand that everything has its limits. Freedom of expression exists, freedom of behavior for each MP… knows its limits”.

The last legislature was marked by cases of great backlash that led to warnings and also to the revocation of parliamentary mandates. The Ethics Committee of the Chamber has been contacted several times.

In 2020, for example, former MP Fernando Cury (União Brasil) had his mandate suspended after touching the body of his colleague Isa Penna (PCdoB) inside the plenary. In early 2022, former MP Arthur do Val was impeached after an audio leak in which he made disrespectful statements about women victims of war in Ukraine. On another occasion, former MP Frederico d’Ávila (PL) used the rostrum to call Pope Francis a “tramp”.

‘strong opposition’

Prado highlighted the presence of the opposition in the new legislature and said it will help maintain the balance of the Assembly. “Since the last legislature, the Chamber has matured a lot. In the last legislature everything was very new, this issue of the right, very strong in the Chamber and, today, there is a very strong opposition here,” he said.

When asked if he can be considered a Bolsonarist, the new Speaker of the Chamber underlined that he has been in the PL since the beginning of his political career, i.e. before Bolsonaro joined the party. Prado stressed, however, that the former president’s affiliation helped grow the acronym attributed to him and the fact that the legend increased representation in Alesp.

“I don’t have a job based on customs or ideologies. I am a deputy who works on the front line, my job is based on the needs of the population. However, we in the Liberal Party must recognize that the party has only grown thanks to the arrival of the President Bolsonaro,” he said.

Prado was elected president of ALESP with 89 votes against 5, after the inauguration ceremony of the new MPs of the Chamber. The victory was already expected and had the support of the PT, which led the bench to vote for the PL deputy thanks to an agreement between the parties.

Through negotiation, the PT obtained the First Secretary of the Board of Directors, with the Deputy Teonilio Barba. Thus, the party retained the position it held in previous administrations. The members of the PT, in their interventions, underlined the “principle of proportionality” to justify the vote. The PSOL was the only party to vote against: it chose Carlos Giannazi (PSOL) as its candidate.

Before the start of the voting, the deputy Analice Fernandes (PSDB) presented a request for order and complained about the absence of women at the table that would have guided the elections, protagonists of the first moment of tension of the next legislature. The MP also complained that he was interrupted by the then Speaker of the Chamber, Carlão Pignatari (PSDB), during his request. Pignatari swapped Major Mecca (PL) for Carla Morando (PSDB) on the table.

When asked about the possible privatization of the Basic Sanitation Company of São Paulo (Sabesp), the new president of Alesp said that, at the moment, the matter falls within the competence of Governor Tarcísio de Freitas (Republicans) and discussing the issue now would be rushed. Race for the CPIs and shouts of “Who killed Marielle”

On the first day of the new legislature of the Legislative Assembly of São Paulo, opposition and situational lawmakers were already circulating in search of signatures to try to set up parliamentary commissions of inquiry (CPI) in the Chamber. This year, requests will be filed with the Board of Directors on March 23rd.

During the inauguration ceremony yesterday, state deputy Paulo Reis (PT) collected signatures in a plenary session for the opening of a CPI to investigate the shooting in Paraisópolis that occurred on the campaign agenda of then-candidate Tarcísio de Freitas ( Republicans), in an attempt to set up the first opposition commission.

To the Stadium, Reis said he had 22 signatures, out of the 32 needed to file the request. Since only five collegial bodies can function at the same time, opposition and situation MPs rush. Until 2019, requests were filed on inauguration day, but the Council approved a change to postpone the ritual.

Alesp’s inauguration ceremony marked the beginning of the 2023-2027 legislature in the state. The event formalized the mandate of the 94 state deputies elected in October. Of that number, 32 will fill seats in the House for the first time.

The beginning of the new legislature represents a renewal in the House. After nearly 30 years, the PSDB has lost power and leadership positions. Outside of the presidency, the acronym will no longer have direct influence over matters that become law in the state.

“Expect an attitude of dialogue from the government. The government will always be concerned with promoting development, promoting people’s dignity. Government and Assembly will walk together, they will govern together”, he added.

At one point, the guests in the plenary began shouting: “Who killed Marielle?”, in reference to the assassination of councilor Marielle Franco, who turned five this week. Feminist Banquet (PSOL) MP Paula recalled the case during the swearing-in.
