Chairman PT defends discussion of proposal in CCJ session; Podemos, Novo and PSOL take sides to prevent the agenda from progressing as PL protests against the advance of Fake News PL
BRASÍLIA – The Constitution and Justice Commission (CCJ) of the Chamber has postponed until tomorrow, 26, the vote on the admissibility of the proposed amendment to the Constitution (PEC) which granted amnesty to political parties after the obstruction of groups such as Podemos, PSOL and Novo, opposed to the measure, and PL, which took the decision in reaction to the vote on the bill (PL) for Fake News. The president of the PT, Gleis Hoffmann (PR) defended that the PEC be discussed this Tuesday 25. Defend female and racial participation in the party.
The session, which began at 14.30, ended at 18.00 due to the agenda, which will vote on the urgency of the PL. The text of the PEC that will be voted on today provides for the cancellation of sanctions for irregular or abusive advertising in the countryside, a sanctioned conduct. The pardon also applies to subs who violated gender and race quotas in elections. The measure had the support of party leaders, including the government, José Guimarães (PT-CE).
The PL has protested against the advance of Fake News PL, criticized by the closest base of MPs who support former president Jair Bolsonaro. MP Júlia Zanatta (PL-SC), the last to speak, defined the project of the rapporteur Orlando Silva (PCdoB-SP) “PL da Censura”. The urgency will be voted in the plenary throughout the night of this Tuesday.
The vote would take place at a time when civil society groups are mounting pressure for the proposal not to go ahead. This afternoon, representatives of five organizations met with Federal Supreme Court (STF) Minister Edson Fachin on the matter. According to members who attended, the minister was “concerned” about the PEC and acknowledged it would be a “setback” that could lead to the political system.
“The minister pledged, within the scope of his powers, to defend the progress achieved by Brazilian democracy and electoral justice since the 1988 Constitution,” the report said, such projects, that the National Congress acts for the betterment of our system political and that the Amnesty PEC goes in the opposite direction”.
The meeting was attended by Fachin Bianca Gonçalves, from the Observatory on Political Violence against Women, Fernando Moura (Legisla Brasil), Marcelo Issa (Party Transparency), Pedro Kelson (Pact for Democracy) and Raquel Branquinho (Federal Public Ministry) .
As shown the StadiumCongress is trying to repeat the strategy it adopted in April 2022, when it passed a constitutional amendment that pardoned parties that did not use resources earmarked for women’s campaigns in the 2020 election.
The text then in force said that parties had to allocate a minimum of 30% of the electoral fund resources, provided with public money, to female candidates and offer a proportional share of the amount to nominated black candidates. The new PEC proposes an extension of the previous one by extending the pardon for the 2022 elections. One of the sections also allows parties to receive donations from legal entities to pay off debts contracted up to August 2015.
