Damares Alves (Republicans) and Flávio Arns (PSB) have sunk their teeth into the jugular of education for people with disabilities and have the support of groups linked to the institutionalization of children with serious sequelae, with an eye to public funds for the sector.
The strategy is to use fear and bet on fake news to defend the isolation of students with disabilities in enclosures, where 30, 40 or more ‘students’ are crowded, with this structure supported by resources that would be destined for inclusion.
In a joint public hearing of the Education and Social Affairs commissions of the Senate this Wednesday 10, which discussed the conditions of schools and specialized institutes, the false threat of closing all institutions was once again raised.
It is the same tactic used by the former government of Jair Bolsonaro to defend the decree nº 10.502/2020, which established the “National Policy on Special Education: Equitable, Inclusive and with Lifelong Learning”, the pompous name of a proposed desegregation suspended by part of the Federal Supreme Court (STF) and finally revoked on the first day of the third term of Luiz Inácio Lula da Silva (PT).
The hoax is mainly played on the families of students with great cognitive difficulties who need more support in regular schools, but the schools themselves and the teachers have no support from the state to act with quality and give these students the opportunity to evolve. It is a trap that makes mothers and fathers believe that specialized institutions are the only option.
Notice how this litany places all the blame on the person with a disability for the alleged failure of inclusive education, the model that brings together students with and without disabilities in the same space. And he manipulates families to decide for the ‘special school’ without the minimum of quality.
There is not and there has never been a project for the mandatory closure of institutions, on the contrary, the goal has always been to apply the specialization of institutions that work with excellence, and there are many, to complement the work carried out by the normal school.
Associations, foundations, institutes and organizations are essential for the education of people with disabilities, when they have up-to-date mechanisms and a genuine interest in contributing.
It is the dishonest and money-centric scams that need to be eliminated. Some time ago I published a report on a scheme in Ibaté, within SP, which is a clear example of the scams allowed by the falsified discourse of inclusion. And the recent closure of the Anne Sullivan Foundation, in São Caetano do Sul, in the ABC Paulista region, a consecrated space for specialization, shows that the distortion of the concept of special education only harms students with disabilities.
Groups dedicated to inclusive education of quality and excellence must act much more vehemently, make a strong presence in National Congress events, committee meetings, public hearings.
There is a feeling of protection of inclusive education by the Lula government and of blocking the proposals that arise from movements such as the one squeezed by the jaws of Damares Alves and Flávio Arns, but there can be slowness and inertia.
