President Luiz Inácio Lula da Silva said yesterday that negotiating a foothold for the government in the legislature will have to be built on the retail side, with every vote in Congress. Institutional Relations Secretariat Minister Alexandre Padilha said yesterday that the government had already released R$4 billion to MPs in amendments negotiated by former President Jair Bolsonaro (PL) which were “suspended”. The minister sought to charge the previous management with what he termed “insolvency” in states and municipalities for non-payment of the scheduled amount.

The resources constitute the package of outstanding balances owed by the secret budget, a mechanism declared unconstitutional by the Federal Supreme Court (STF).

The Speaker of the Chamber, Arthur Lira (PP-AL), had personally instructed Lula to pay the “suspended” funds. The remaining BRL 9 billion of the secret budget can be paid off gradually. “The president has a commitment to dialogue and respect with Congress, that the indications made by parliamentarians for priority projects – education, health, social assistance, jobs – will have all the support of President Lula and we will continue to honor these investments”, he said. .
