Understand the management scheme in football games


This week, the Minister of Justice, Flávio Dino, ordered the Federal Police (PF) to launch an investigation into evidence of manipulation of results in sports competitions, an initiative which has the support of the CBF.

The sports news has been occupied in recent weeks with allegations of schemes to manipulate the results of football matches to favor gamblers. These complaints are the result of an operation by the Public Prosecutor of Goiás (MP-GO) called Maximum Penalty and involving players who were in action in the state championships and in the A and B series of the 2022 Brazilian championship.

Within the so-called secondary market, it is possible to guess different events that occur during a match, such as the number of yellow or red cards, finals, corner kicks, penalty kicks, among other statistics. According to prosecutors acting in Operation Maximum Penalty, criminal organizations bribed professional football athletes to practice certain events in official matches, such as committing penalties or receiving yellow or red cards, causing bettors involved in the scheme to hit a bet previously placed.

MP-GO pointed out the participation of some players in the fraudulent scheme. Among them is the defender Edward Bauermann, removed by Santos preventively. In addition to the Peixe athlete, the athletes were reported Gabriel Tota (Ypiranga-RS), Victor Ramos (Chapecoense), Igor Carl (Sport), Paolo Miranda (Nautical), Fernando Netto (St. Bernard) e Matthew Gomes (who played in Sergipe).

Nine other people (gamblers and members of the criminal organization) were also named in the complaint who, according to MP/GO, “It breaks down 23 criminal facts that occurred during matches, in which players committed to committing fouls to receive cards and to commit penalties. The criminal organization aimed to bet on results and induced events and, in this way, obtain high profits “.

After the initial complaint, prints conversations of gamblers investigated by MP-GO have become public knowledge. In these exchanges of messages, the names of the players who have not been reported have appeared. Some have been preemptively removed from current squads, such as Victor Mendes (Fluminensis), Pedrino (Atletico-PR), Bryan Garcia (Atletico-PR), Richard (Cruise), Mauritius (International), Nino Paraíba (America-MG), Raphael Rodriguez (Hawaii), AlefManga (Coritiba) e Jesus Trinity (Coritiba).

The text was sent to the co-author ministries (Urban Planning, Management, Health, Tourism and Sport) and will be brought to the Civil House, after evaluation and signature, before being submitted to the President Luiz Inácio Lula da Silva.

The text focuses in particular on the regulation of fixed odds betting, known as the betting. According to the Treasury, on the basis of this process, the ministries will be able to draw up ordinances with rules to create mechanisms that prevent and stem cases of manipulation of the results.
