Silvio Almeida underlines the commitment to public policies
On the occasion of the Day against Violence against Lesbian, Gay, Bisexual, Transvestite, Transgender, Queer, Intersex, Asexual and Other (LGBTQIA+) and the World Day against Homophobia and Transphobia, the Minister of Human Rights and Citizenship, Silvio Almeida, took the oath this Wednesday (17), in Brasilia, to the councilors of the National Council for the Rights of LGBTQIA+ people, the CNGBTQIA.
The ministry also created the working group to clarify human rights violations against LGBTQIA+ people. With a duration of 180 days, the group will have the mission of guaranteeing the rights to memory and historical truth about the crimes and persecutions against LGBTQIA+ people, as well as giving dignity to those who are victims of such violence.
And to accompany the development and strengthening of public policies on LGBTQIA+ Human Rights, in the three spheres of government (federal, state and municipal), the ministry has also established the National Intermanagers Commission of LGBTQIA+ Policy.
Minister Silvio Almeida highlighted the commitment to public policies to promote and protect the rights of LGBTQIA+ people. “There is no possibility of speaking of national interest without us being able to protect our people from violence, including and above all that of the state,” he said.
At the event, singer Daniella Mercury was honored for being an activist for the LGBTQIA+ cause. She sang the song O Canto da Cidade and highlighted the violence of the various orders suffered by this audience. “We live in a continuous dehumanization of us LGBTQIA+. In this last period, more seriously. This is a historical question. They talk a lot about structural racism. And LGBT structural phobia is exactly why we are just who we are and who we’ve always been.”

The singer, who has been married for 10 years to journalist Malu Verçosa, has called for public policies such as access to the job market for transgender people and highlighted the creation, by the National Council of Justice (CNJ), of the General Register of Emergency and Risk Upcoming form to the LGBTQIA+ community, the Rogéria Form, in honor of the actress and singer who died in 2017. The use of the Rogéria Form intends to produce data to reduce the incidence of violence and discrimination motivated by sexual orientation and gender identity of people.

The National Council for the Rights of LGBTQIA+ Persons was created in April and is made up of 38 representatives from civil society and the Ministries of Education, Racial Equality, Justice and Public Safety, Women, Health, Labor and of the occupation.
Upon taking office as president of the CNLGBTQIA+, Janaína Barbosa de Oliveira recalled that there was no dialogue with the previous federal government, but that the Brazilian state belongs to all citizens. “We are back and we have no intention of leaving. We have kept the resistance alive, we have kept it alive every day crying or not crying, with the pain of having lost someone and knowing that we would continue to fight for everyone and also for those who will come”.
Minister Silvio Almeida said speeches and words have a profound and existential impact. “It is nothing to listen to someone who represents the Brazilian state, who acknowledges the existence of people, who says that these people will be protected and makes a public commitment.”
Memory
National Secretary for the Promotion and Defense of LGBTQIA+ People’s Rights, Symmy Larrat, explained how the group will work to ensure the dignity of LGBTQIA+ people. “We have to think about memory and truth, think about all the impact and violent legacy that the dictatorship has left on our bodies. Extreme police violence. It is time to bring together actors and actresses who are experts in these areas to help us think and delimit the memory and truth of this population”.
Other actions

On the Day against Violence against LGBTQIA+ People, the National Secretary for the Promotion and Defense of the Rights of LGBTQIA+ People of the Ministry of Human Rights and Citizenship, Symmy Larrat, announced that the new National Identity Card (CNI), in replacement of the RG, there will be no company name field next to the registered name, nor will there be a gender field, to avoid discrimination.
The Secretary of Digital Government of the Ministry of Management and Innovation in Public Services, Rogerio Souza Mascarenhas, revealed that the new document, which has yet to be officially launched, will more faithfully portray the Brazilian citizen. “We will have an inclusive document. We intend that this is a tool that allows the relationship of citizenship between the state and the citizen to be reconstructed, that we know who we are talking to and that this person can claim his rights from the state and fulfill his duties, as well as being recognized as a person ”.
The Federal Office of the Public Defender (DPU) and the United Nations Development Program (UNDP Brazil) have launched a booklet with legal guidelines on the rights of this population.
The booklet Rights of the LGBTQIA+ population contains a list of support, reception, health and social assistance bodies and institutions. There are also explanations on the legislation, guarantees and rights won. The texts guide employees of the judiciary and public defender’s office on how to properly serve the LGBTQIA+ population.
Also this Wednesday, the ministry, the Joint United Nations Program on HIV/AIDS (UNAIDS) and the International Labor Organization (ILO) signed the Global Partnership against all forms of violence against LGBTQIA+ people, as well as to promote social justice for all people.
The purpose of this pact is to eliminate the stigma and discrimination associated with the HIV virus, by allowing access to prevention, testing and treatment services for those most at risk.
